8A. 1650 Euclid Street (19ENT-0429 Development Review Permit, 20ENT-0176 Vesting Tentative Tract Map). Development Review Permit and Vesting Tentative Tract Map to allow a new Tier 2, three-story, 45’ high, 39,389 square-foot, creative office building over two-levels of subterranean parking designed to accommodate 131 parking spaces. 9. PUBLIC HEARING: Public Input Permitted
9A. 1515-1525 Ocean Avenue, 1530 2nd Street (19ENT-0397: Conditional Use Permit; 21ENT-0047: Variance). Amendments to an existing Conditional Use Permit (05CUP-009) to allow for the expansion and reconfiguration of the Shore Hotel and changes to its operation and available amenities to include the following:
· Creation of an affordable micro-hotel, consisting of 34 beds within 14 new rooms to be situated within 2,495 square feet of converted floor area and 1,505 square feet of new floor area;
· A Variance to allow a reduction in the minimum ground floor height from 11’ to 6’3” along the building’s 2nd Street frontage;
· Conversion of approximately 580 square feet of existing floor area to an ancillary nine-seat café space with patio seating and alcohol service;
· Conversion of existing floor area, including an 800 square-foot breakfast room amenity space, to an ancillary 80-seat restaurant with a bar and patio to be operated as a “Restaurant with Entertainment” use including occasional amplified music and dancing along with alcohol service; and
· Expansion of hotel amenities to include ancillary personal service (massage) onsite.

This item was previously continued by the Planning Commission at the April 21, 2021 meeting at the request of the applicant. This item is being further continued by staff to July 7, 2021.
9B. 1633 26th Street (19ENT-0294 Development Review Permit, 19ENT-0295 Conditional Use Permit, 19ENT-0296 Vesting Tentative Tract Map). Development Review Permit (DRP), Conditional Use Permit (CUP), and Vesting Tentative Tract Map (VTTM) to allow the construction of a new Tier 2 four-story 129,307 square foot office building complex and renovation of an existing three-story 45,429 square foot office building with central courtyard, ground floor restaurant/retail space and three subterranean levels containing 399 parking spaces. Pursuant to SMMC Section 9.40.020, a DRP is required to permit this Tier 2 project because the floor-area-ratio (FAR) and building height limit exceeds the maximum Tier 1 limit of 1.75 FAR and 32’ feet for the BAP-BTV (Bergamot Area Plan - Bergamot Transit Village) District. The project requires a CUP to allow for professional office as required by the BAP-BTV and includes a Vesting Tentative Tract Map to subdivide the site’s existing two lots to create one master lot, three airspace lots and one ground lot for subdivision purposes. 9C. 710 Broadway (20ENT-0241 Development Review Permit, 20ENT-0244 Minor Modification, 20ENT-0268 Vesting Tentative Tract Map, 20ENT-0242 Conditional Use Permit, 20ENT-0243 Conditional Use Permit, 21ENT-0081 Conditional Use Permit). Development Review Permit and Minor Modification to allow a new Tier 2 and Tier 3, multi-story (up to eight stories), mixed-use project with 280 residential units (including 84 deed-restricted affordable units), 99,085 square feet of commercial space (including a 63,500 square-foot grocery store with an 18-foot ground floor height and a 34,085 square-foot fitness center/retail space), two levels of subterranean parking designed to accommodate 354 automobiles, and 523 bicycle parking spaces. A Vesting Tentative Tract Map is proposed to create an airspace subdivision that would allow the commercial and residential components to be separately leased, financed, or sold, would allow for 280 residential condominiums, and would allow the existing alignment of 7th Court through the subject property to be vacated and a realigned 7th Court to be dedicated. In addition, Conditional Use Permit approvals are requested to allow the operation of a general market (grocery store) in excess of 15,000 square feet, to allow Type 21 alcohol sales and Type 86 instructional tastings in conjunction with the proposed general market, and to allow a ground floor fitness center with more than 100 feet of street frontage. The Planning Commission considers a range of requests for development permits, appeals, and planning policy matters, and conducts public hearings on many of its agenda items. Due to the number, complexity and public interest associated with many agenda items, meetings of the Commission are generally lengthy. The Commission makes every effort to proceed as expeditiously as possible; your patience and understanding is appreciated.
PUBLIC HEARING PROCEDURES each public hearing item includes: ex parte communication disclosure by the Commissioners; presentation of a staff report; Commission questions of staff; a fifteen (15) minute presentation by the project applicant or applicant’s representative or team, if any; Commission questions of the applicant; three (3) minutes for each member of the public wishing to speak to the item (see REQUESTS TO SPEAK below for new information on public comment at teleconference meetings); three (3) minutes for project applicant to respond to the public or clarify issues raised by the public; Commission deliberations and decision. For an appeal, the appellant, if not also the applicant, has fifteen (15) minutes to address the Commission prior to the applicant speaking and three (3) minutes to respond to public comment.
SPECIAL TIME LIMITATIONS. The Commission may limit the time of individual speakers or the total time on a particular issue. If there are more than seven (7) speakers requesting to speak on an agenda item, or if twenty (20) or more persons have requested to speak on any combination of items, the project applicant or appellant on any agenda item shall be limited to ten (10) minutes initially and three (3) minutes in rebuttal. Members of the public are permitted three (3) minutes to address the Commission except as follows: if a member of the public requests to speak on more than one agenda item, the time will be three (3) minutes for the first item and two (2) minutes for any other item unless the Commission grants by a majority vote additional time.

ASSIGNING OF TIME for members of the public wishing to speak on an item is permissible within specified limits. A member of the public who wishes to request additional time to speak may represent to the Commission that additional time is being donated by one other speaker present and listening to the meeting via teleconference;staff shall attempt to confirm the representation and advise the Commission of the results, after which, unless staff confirms that the other speaker is not present,the representative speaker will be granted double the speaker time for that particular item. The project applicant, applicant’s representative, or team of representatives (which may include the project architect, attorney, facilitator, and all other representatives of the applicant), shall be allowed a total of fifteen (15) minutes initially and three (3) minutes in rebuttal.
EXTENDED TIME LIMITS FOR SPEAKERS WHO REQUIRE INTEPRETER. A member of the public who utilizes an interpreter to provide English language translation shall receive twice the time otherwise allotted under these Rules. The interpreter should be in the queue for public comment and available to provide English language translation over the phone when called on.
PROFESSIONALS APPEARING BEFORE THE COMMISSION should clearly identify their status, such as "attorney", "paralegal", "architect", "designer", or "landscape architect". Instances of misrepresentation of professional status may be referred to the City Attorney for possible prosecution.

The City of Santa Monica provides copies of architectural plans that are submitted to the City in the course of the design review or land use approval process in order to comply with state public disclosure laws. The City provides copies of these architectural plans for the purpose of facilitating project review, public comment, and news reporting consistent with the doctrine of fair use. Any further use or publication of architectural plans without the permission of the copyright owner may constitute an infringement of applicable copyright projections.

EX PARTE COMMUNICATION DISCLOSURES. During the pendency of any quasi-judicial proceeding, no member of the Planning Commission may engage in ex parte communications with applicants, appellants, or members of the public with respect to the matter which is the subject of the proceeding unless that member of the Commission discloses such communication. Prior to each quasi-judicial agenda item each Commissioner must place on the record the subject and substance of any written or oral ex parte communication including the identity of the person, group, or entity with whom the communication took place.
TIME LIMITATION ON CONSIDERATION OF NEW ITEMS. The Commission shall not commence consideration of a new item on its agenda after 11:00 p.m. unless otherwise required by State or local law or unless otherwise determined by a majority vote of those Commissioners present.
CONSENT CALENDAR items will be acted upon by the Commission at one time without discussion unless a Commissioner requests discussion on an item or a member of the public has submitted a request to speak on an item. If such a request is made, the item will be heard after the balance of the Consent Calendar has been voted upon.
ACTION BY THE PLANNING COMMISSION on most matters occurs with the affirmative votes of at least four Commissioners.
DESIGN ASPECTS OF PROJECTS considered by the Planning Commission must also be approved by the Architectural Review Board. For more information on this process, contact the City Planning Division.
APPEALS of certain actions of the Commission are appealable to the City Council. The appeal period is generally ten to fourteen days from the date of the Commission’s action. For specific information on appeals, please contact the City Planning Division.
