Subject:        Contract for Roof Replacement at Big Blue Bus Administration Building



Recommended Action

Staff recommends that the City Council:

1.     Authorize the City Manager to negotiate and execute a contract with Eberhard, a California-based firm, in an amount not to exceed $156,262 (includes a 10% contingency) to replace the roof at the Big Blue Bus administration building. 

2.     Authorize the Director of Public Works to issue any necessary change orders to complete additional work within budget authority.


Executive Summary


Various improvements are currently being made to the Big Blue Bus administration building located at 1660 7th Street, which included planned repairs to the existing roof.  However, the existing roof has been found to be in such poor condition that repairs will be inadequate and replacement is necessary.  Eberhard is recommended to replace the roof at a cost not to exceed $156,262.



On August 10, 2010, Council approved a contract with Thomco Construction, Inc. to perform tenant improvements to the Big Blue Bus administration building including repairs and patching to the existing roof.    Due to the poor condition of the roof, it was determined it should be replaced.


The existing gravel-ballasted, built-up roofing system will be replaced with a single-ply polyvinyl chloride (PVC) membrane roofing system.  This system was selected due to its durability, high tensile strength, and long-term sustainability.


In April 2011, the City solicited bids for a roofing contractor and received four bids:

All bids were evaluated on qualifications, experience, and pricing.  Staff recommends Eberhard as the best roofing contractor based on the quality of their services, experience with similar projects and competitive pricing.  Eberhard recently completed roofing projects for Universal Studios, Paramount Studios, and the Los Angeles International Airport.  References were contacted and respondents reported that Eberhard performed well on their projects.  The California State Contractors License Board verified that Eberhard’s license is current and in good standing.


Financial Impacts & Budget Actions

The contract to be awarded to Eberhard for roof replacement at the Big Blue Bus administration building is $156,262 (includes a 10% contingency).  Funds are included in the FY2010-11 budget in account C410104.589100, Campus Expansion.  The original cost to repair the roof will be credited back to the project account.
