8. STAFF ADMINISTRATIVE ITEMS:

 

8-A:     Adoption of the Final Land Use and Circulation Element (LUCE) of the City’s General Plan, Certification of the LUCE Final Environmental Impact Report (FEIR), Approval of a Statement of Overriding Considerations, and Approval of a Water Supply Assessment – recommendation that Council adopt the following resolutions:  1) approving the Water Supply Assessment for the Land Use and Circulation Element; 2) certifying the Final Environmental Impact Report; 3) adopting the Statement of Overriding Considerations and Mitigation Monitoring Plan and making necessary CEQA findings; and 4) adopting the Final Land Use and Circulation Element of the General Plan for the City of Santa Monica. 

 

The Draft LUCE and the FEIR have previously been considered at a series of public hearings on June 10, June 15, June 24, and July 1, 2010.

8-B:     Tax Measure for November 2010 Ballot – recommendation that Council discuss placing a measure on the November 2010 ballot that would offset severe State cuts, stabilize City finances, and protect and maintain essential City services including police, fire, paramedic and emergency 9-1-1, school and after school programs, by creating a one-half cent transaction and use tax, which would be added to the sales tax, with independent audits, citizens’ oversight and no money going to Sacramento.
