SUBJECT: Recommendation to Award Bid to Furnish and Deliver Plumbing Fixtures and Plumbing Parts, Bid #2734

Introduction

This report recommends award of bid to furnish and deliver plumbing fixtures and plumbing parts for the Environmental Programs Division, Environmental and Public Works Management Department, at specified unit prices, plus applicable sales tax, with two one-year renewal options.

Background

In response to published Notices Inviting Bids (published November 5 and 6, 1998) to furnish and deliver plumbing fixtures and plumbing parts in accordance with City specifications, bids were received and publicly opened and read on November 18, 1998. Proposal forms were mailed to seven vendors and notices were advertised in accordance with City Charter and Municipal Code provisions. Three proposals were received as follows:

The items covered by this bid include plumbing fixtures and plumbing parts used in the City's "Bay Saver" direct install program. This program provides ultra low flow toilet and water conserving showerhead retrofitting at no charge to Santa Monica residents and utility users. The program provides approximately 1,000 residential installations at a cost of $75 each and approximately 100 commercial installations at a cost of $150 each per year.

Staff has evaluated the low bid and finds that it meets City specifications.

Budget/Financial Impact

Fiscal Year 1998-99 appropriation authority for this purchase is in the Environmental Programs Division, Environmental and Public Works Management Department, account number 31-500-662-00000-4439-00000.

Recommendation

It is recommended that the award of Bid #2734 be made to Familian Bay Area at specified unit prices, plus applicable sales tax, with two one-year renewal options as the lowest responsible bidder.
