NOTICE IS HEREBY GIVEN that a regular meeting of the AIRPORT COMMISSION will

be held at 4:00 P.M., on MONDAY, October 26, 2020, via teleconference (BlueJeans;

conducting the following business:

4. Airport Management Report

a) Monthly Operations Report

Information relating to aircraft operations, curfew departures, noise violations, and

aircraft noise complaints received for the month of August 2020.

b) Airport Leases

This item is presented to the Airport Commission for information purposes only. List

of leases for Airport properties currently under consideration by the City.

c) Next Airport Commission Meeting

The next Airport Commission meeting is scheduled for Monday, November 23, 2020

via teleconference; Agenda submittal deadline November 16, 2020. Discussion to

change the time of the meeting to 4 p.m. during the COVID Emergency.

d) National Business Aviation Association, Inc. (NBAA), et al. v. Federal Aviation

Administration (FAA): Recent court decision reaffirming the validity of the Consent

Decree and rejecting challenges from NBAA, et al. Civil Action No. 18-1719 (RBW).

5. Old Business

a) Installation of Obstruction Lights in the Neighborhood – Information and

discussion regarding FAA obstruction lights being installed on utility poles near the

Airport. (continuing discussion from the September 23, 2020 meeting).

b) Airport Interim Open Space – Airport to allow use of space for Drive-in movie

events (continuing discussion from the September 23, 2020 meeting).

c) Two-ship, Low Altitude Formation Flight Investigation – Discussion regarding

information about a two-ship, low-altitude formation issue on June 18, 2020

(continuing discussion from the August 5, 2020 meeting).

d) Aircraft Noise Incidents, Noise Code Enforcement, and Safety Implications –

Continuation of discussion from the September 23, 2020 meeting regarding safety

concerns from a pattern of past aircraft noise incidents and noise code enforcement.

Mission Statement

The Airport Commission acts in an advisory capacity to the City Council in all matters pertaining to the Municipal Airport and to aviation matters generally to the extent that they affect the City.

The Airport Commission has five members, each serving a four-year term. Commissioners must be qualified electors of the City of Santa Monica and may not hold paid office or employment in the City government (SMMC City Charter Article X 1015).  The Airport Commission shall have power and be required to: (a) Act in an advisory capacity to the City Council in all matters pertaining to the Municipal Airport and to aviation matters generally to the extent that they affect the City; and (b) Consider and recommend City Council rules and regulations for the management and operation of the Municipal Airport. (Amended at General Municipal Election, November 7, 2006; certified by Res. No. 10187CCS)
