A mandatory element of the General Plan, the Noise Element is required to identify and appraise noise problems in a community. As required by State law, the Noise Element must be consistent with other elements of the General Plan. The Noise Element for the City of Santa Monica goes well beyond satisfying minimal state requirements by providing a comprehensive evaluation of existing noise problems and calling for creative methods of protecting the community from excessive noise. From construction noise and clamoring mechanical equipment to freeway noise and the cacophony of barking dogs, the Noise Element provides solutions to stem noise problems that can be integrated into the development review process.
