Land Use and Circulation Element
Santa Monica updates and maintains both the Land Use and the Circulation Element as part of the combined Land Use and Circulation Element (LUCE) in order to focus development in transit oriented communities.
The LUCE addresses issues such as how land use types (residential, commercial, industrial, etc.) are distributed and located throughout the City, the heights and sizes of buildings, and the connection of the street trees, parkways, sidewalks, and landscaping to the environment. The LUCE charts a course for the City’s future physical development.
The LUCE reflects the community’s goals and priorities for mobility in Santa Monica, including components discussing city streets, walking, cycling, transit, parking, and transportation demand. Transit oriented communities have the greatest potential for decreasing miles per-capita, lowering energy use and Green House Gas emissions, and improving overall congestion in Santa Monica.
The LUCE was revised by the City Council on July 24, 2015.
