Zoning Ordinance Update Negative Declaration

The proposed Zoning Ordinance Update is an comprehensive amendment to the City's existing Zoning Ordinance and related land use chapters (Article 9 of the City's Municipal Code) and the Zoning Map to achieve consistency with the City's adopted Land Use and Circulation Element (LUCE) and to reflect the desires of the community in terms of allowed use provisions and development standards. The Zoning Ordinance Update includes:

Neighborhood Conservation. No changes are proposed to basic requirements for residential zones, such as height or density limits, to continue to minimize future changes in residential areas. Smaller-scale commercial areas, such as Main Street and Montana Avenue, will also continue to be conserved.

Complete Neighborhoods will offer neighborhood-serving retail and services within walking distance of existing neighborhoods, and including a mix of housing types to help meet diverse needs, implemented along mixed-use boulevards served by transit.

Improving Design of new structures and remodels with new Design Guidelines that emphasize character, quality, and context, and Design Review that looks at building and site concepts earlier in the review process.

Community Benefits for medium- and larger-sized (LUCE Tier 2) projects, including additional on-site affordable housing, additional fees for transportation improvements, additional fees or built public open space, and additional fees for childcare.

Circulation and Parking Management revisions that include increased requirements to reduce single occupant vehicle travel, incentives for bicycling, walking, and taking transit, and changes to make automobile parking better managed and more efficient.

Pursuant to CEQA, the City has prepared a draft Initial Study and Negative Declaration for the City's Zoning Ordinance Update
