Bay Saver Fee Ordinance

What is the Bay Saver fee?

The Bay Saver Fee is a conservation incentive fee assessed to all residential water customers until the property has been retrofitted with water efficient fixtures. (SMMC 7.12.030)

How much is the Bay Saver fee?

  • Single-family dwellings  $4.00 per bill
  • Multi-family dwellings  $2.60 per unit per bill (includes apartments, condominiums, town homes)

How is the fee removed?

Replace water wasting fixtures with water-efficient ones, then have a free home assessment  performed by a water resources specialist. Upon verification that all fixtures are in compliance, the fee will be removed. Call 310-458-8972 to set-up an inspection.

What are compliant fixtures?

  • Toilets: 1.6 gallon per flush or less
  • Urinals: 1.0 gallon per flush or less
  • Showers & Faucets: 2.5 gallon per flush or less
  • Reverse Osmosis system must have shut-off valves

What Fixtures do I install if the property isn’t in compliance?

Residential Properties

  • Toilets must be 1.28 gpf or less
  • Showers must be 2.0 gpm or less
  • Lavatory faucets must be 1.2 gpm or less
  • Kitchen faucet must be 1.8 gpm or less

Commercial Properties

  • Toilets must be 1.28 gpf or less
  • Urinals must be 0.125 gpf or less
  • Showers must be 2.0 gpm or less
  • Lavatory faucets must be 0.5 gpm or less
  • Kitchen faucet must be 1.8 gpm or less
  • Guestroom faucets must be 1.2 gpm or less
  • Metering faucets must be 0.25 gallons/cycle

Look for toilets and showerheads with the EPA WaterSense label. These meet the new requirements.


I had a free home assessment and passed, but I’m still being charged the fee.

Read your bill carefully. Check the dates of the billing period. Now, check the date the inspection was performed. If your inspection was performed during or after the billing period indicated on the bill, you will see the full or partial Bay Saver Fee for the days up to the inspection. If you are being charged the fee after the inspection date, please call the Water Efficiency Office at 310-458-8972.
