The Proposed Housing Trust Fund (HTF) Plan was published 2/13/2018 and was available for a 45-day public comment period, until March 30, 2018. For a link to the first draft Proposed HTF Plan, click here.  

At its March 15, 2018 meeting, the Housing Commission provided a forum for public comment on the Proposed HTF Plan. The Housing Commission discussed the Proposed HTF Plan at its regular April 19th meeting, as well as at a special Housing Commission meeting scheduled for May 3rd. The Housing Commission approved an alternative HTF Plan at its May 17, 2018 meeting, which was presented to the City Council at its July 24, 2018 meeting - click here for the Council staff report. The City Council approved the HTF Plan recommended by the Housing Commission, with a modification regarding the annual spending cap.

Pursuant to the adopted Housing Trust Fund Guidelines, the following items shall be posted within one week of becoming public:

  • the current Housing Trust Fund Guidelines; 
  • all documents generated and made public by the City Manager, the Housing Division, the Housing Commission, and the City Council pursuant to the affordable housing planning and reporting process; 
  • written explanation of the City's decisions to approve or deny loan applications; 
  • all loan commitment letters issued; 
  • all notices of the required public meeting following a loan commitment; and all annual reports provided by the Housing Trust Fund recipients. Staff shall ensure that the annual reports posted publically shall redact any confidential or personal information.
