Beach Event Permits

Available Beach Sites

Large scale events (groups of 150+) must obtain an Community Event Permit. Beach Event permits are only issued for beach specific events that require the sand or ocean. Check the Community Event Permit page here for all the details or call 310-458-8300

  • Pier Parking Lot (upper and west end decks)
  • Beach Lot 1 - North, 1550 Pacific Coast Highway
  • North Beach (sand/water)
  • South Beach (sand/water)
  • Muscle Beach 

Beach/Water Activity Permits

If you are visiting the beach with a group that includes more than 20 children (17 years and under) who will be entering the ocean, you need a Beach/Water Activity Permit. These free permits are site-specific, and issued for Monday - Friday only. They are not valid on weekends or holidays.

These permits help maximize the safety of beach users and assist LA County Lifeguards in determining the level of staffing needed for each lifeguard tower. If necessary, lifeguards are authorized to relocate groups.

How to get a permit: Email a completed application to or fax it to 310-393-7827. Please allow 2 weeks for processing. Sites are assigned on a first-come, first-serve basis.

Surf Instruction Permits

All youth surf camps and all surf instruction for compensation require City authorization. Permits help maintain water safety and maximize public enjoyment of the beach. The City uses a competitive process to select instructors, divided into two categories:

1. City Provider: Instruction contracted by the City for its Community Classes program. The City is responsible for marketing classes and managing the registration process. The City receives a percentage of registration fees.

2. Independent Provider: Surf instruction and youth surf camps not contracted by the City. The City receives a minimum of 15% of gross receipts.
