The City of Santa Monica 's Civil Engineering & Architecture Division of the Environmental & Public Works Management Department (EPWM), handles requests for installation of new street lights in city neighborhoods. Specified criteria must be met for installation and, generally, homeowners must share the cost of street lighting with the city.
