266 - Transportation Management Plan
Requirements
In November 1991, the Santa Monica City Council adopted the Transportation Management Plan Ordinance, also called the TMP, to reduce traffic congestion during morning and evening peak periods, as mandated by the city's General Plan Circulation Element, and to reduce air pollution as required by both the
federal Clean Air Act and the South Coast Air Quality Management District's
regulations.
The TMP encourages employers and developers to promote use of public transit, carpooling, vanpooling, walking and bicycling to and from worksites in Santa Monica. These efforts, through the TMP process, have reduced commute trips and vehicle emissions in Santa Monica by 20%.
Employers with ten or more employees are
required to implement one of three types of Emission Reductions Plans.
Following are the Transportation Impact Fees associated with each plan:

Employers with
50 or more employees can implement
an Employee Trip Reduction Plan at
$9.14 per employee, or
a Mobile Source Emission
Reduction Credits Plan at $650.00 per employer;

Employers with
10 to 49 employees must implement a
Worksite Transportation Plan at $11.72 per employee.
