Community Development (CD) Program Service Provider Guide (FY 2007-08)– The City's FY 2006-07 Community Development (CD) Program provides funding support of $6.7 million annually to 27 non-profit human service and housing development organizations supporting 50 different programs.  Programs funded through the FY 2006-07 CD Program are divided into six different areas:

Community Voices 2006 Final Report

Community Voices Final Report – In 1999-2000, the Human Services Division engaged in a comprehensive community planning process: Community Voices. The report (English version; Spanish version) was released March 2000. In 2002-03, the Community Voices project updated data and identified new needs and trends, took a special look at the needs of young people, through a variety of means and sources, including analyzing Census 2000 data and discussions with community members. The Community Voices Final Report, released May 2003, summarizes information gathered from various sectors of the community.

Consolidated Annual Performance and Evaluation Report (CAPER) for 2003

Submitted to the U.S. Department of Housing and Urban Development (HUD), this report provides the status of actions taken and a self-evaluation of the implementation of the City's Consolidated Plan to address housing and community development needs.

Consolidated Plan (FY 2005-10) - This plan outlines the City's housing and community development needs and is required by the U.S. Department of Housing and Urban Development (HUD) for the City to receive Community Development Block Grant and Home Investment Partnership Program funding. 

Consolidated Plan (FY 2000-05) – The One-Year Action Plan delineates the city’s specific projects and activities for one-year use of federal Community Development Block Grant (CDBG) and Home Investment Partnership Act (HOME) funds in order to meet the city’s overall housing and community development needs as specified in the Consolidated Plan (FY 2000-05) adopted by the City Council and submitted to HUD in June 2000 (181 pp, .pdf format, 33MB).  Please call (310) 458-8701 for a copy of this document.

Disabilities Commission Housing Rights and Responsibilities for Tenants With Disabilities and Landlords (April 2006) - This guide provides information and contacts for tenants with disabilities and landlords.

Disabilities Commission Resource Guide (May 2004) - This guide provides information on local agencies and programs available to disabled individuals.

Homeless Census – A special census of Santa Monica’s homeless population was conducted on October 27, 1999. This document presents the findings of these efforts (75 pp, .pdf format, 14.7 MB).  Please call (310) 458-8701 for a copy of this document.

RAND Report– City of Santa Monica Community Profile (January 2003) – The city hired the RAND Corporation to review and update selected demographic indicators, with the objective of highlighting descriptive information about the city’s population and trends over the last decade.

The Santa Monica Task Force on Homelessness: A Call to Action – A comprehensive package of proposals, this report offers a plan to protect the health and safety of Santa Monica residents while setting a standard of assistance for homeless people (December 1991, 121 pp, .pdf format, 38.5 MB).  Please call (310) 458-8701 for a copy of this document.

Santa Monica/Westside Guide to Health Care & Social Services– This resource guide--a listing of services in Santa Monica and on the Westside--is updated annually and disseminated to Master of Social Welfare (MSW) students participating in the Big Blue Bus Tour of Social Service Agencies in the City of Santa Monica and West Los Angeles.

Santa Monica/Westside Social Services Resource Guide – This brochure lists housing, legal services, job training, food services, shower facilities, rehabilitation programs, as well as other services available to the homeless.

Social Services Volunteer & Donations Guide - This guide lists non profit agencies that serve residents of Santa Monica and the Westside and would love to hear from you if you are you looking for just the right place to volunteer some of your valuable time or to donate some special items.

Child Care Master Plan – In response to the growing need for an increase in child care supply and quality, this document sets forth a long term vision for child care in Santa Monica (June 1991, 251 pp, .pdf format, 54.3MB).  Please call (310) 458-8701 to request a copy of this document. 

City of Santa Monica Child Care Policy – This document illustrates the City of Santa Monica policy statement supporting quality, affordable, and accessible child care, and committing resources toward that end (June 1991).  

Santa Monica Early Childhood Initiative PlanEarly Childhood Initiative Plan – This plan proposes a vision for ensuring all children in Santa Monica will have access to the services and resources they need in the early years to enable them to reach their full potential. Included in the report are community outcomes for Santa Monica children ages 0-5 and their families.
