 DESCRIPTION
Santa Monica has a goal to be a city in which all its members are able to meet their basic needs and are empowered to enhance the quality of their lives and where there is access among members to housing, health services, education, economic opportunity, and cultural and recreational resources.

The city is looking at the percent of surveyed citizens who report that their basic needs are not being met for food, clothing, shelter, employment services, recreation and youth services, health care, substance abuse, affordable housing and senior services. Clearly, the city has a target of a downward trend in the unmet need in each of these areas. The source for the information is International City/County Management Association Survey.  This survey was last conducted in 2002.
