APRIL 9, 2007 MEETING OF THE

CITY OF SANTA MONICA

SUSTAINABLE CITY TASK FORCE

 

 

 

The meeting was convened at 7:25pm.

 

Sustainable City Task Force members in attendance: Genevieve Bertone, Laura Berland Shane, Mark Olson, Al Rosen, Dennis Woods, Leonard Mitchell and Sandy Grant.   City staff in attendance: Shannon Parry.  Members of the public in attendance:  Louisa Fish.

 

Public Input on Agenda Items

There was no public input on agenda items.

 

Approval of Minutes from the March 12th , 2007 meeting

Genevieve Bertone moved to approve the March 12, 2007 minutes. Mark Olson seconded and the minutes from the March 12th, 2007 meeting were unanimously approved.

 

Update on the Community Sustainability Liaison

Shannon Parry gave the update. Traci Spencer, the Community Sustainability Liaison, will present her proposal at the May 14, 2007 Task Force meeting.  She will introduce her Community Sustainability Liaison project plan and timeline.  The project plan and timeline will reflect input from staff. 

 

Subcommittee Work Plan Meeting 

The Resource Conservation, Environmental and Public Health and Economic Development subcommittees met.

 

Subcommittee Work Plan Presentations  

The Resource Conservation, Environmental and Public Health and Economic Development subcommittees presented their work plans.

  • The Resource Conservation subcommittee is using the indicators and goals in the Sustainable City Plan to develop implementation measures. They are looking at other sustainable city programs as models and will utilize the Community Sustainability Liaison to do outreach and barrier analysis.
  • The Environmental and Public Health subcommittee is focusing on the business community, the schools, the visitor and tourism industry and the hospitals as key stakeholder groups. They will utilize the Community Sustainability Liaison to integrate the subcommittee work plans and determine the most strategic opportunities to engage these stakeholders. 
  • The Economic Development subcommittee is working on the Sustainable Economic Development Strategy. They will utilize the Community Sustainability Liaison to solicit input and participation in the implementation of the recommendations.

 

Discussion and Recommendations Regarding Subcommittee Interaction with Community Sustainability Liaison

The Task Force discussed appropriate and strategic opportunities to communicate with the Community Sustainability Liaison. Recognizing that the primary scope of work for the Community Sustainability Liaison was developed in the Sustainable City Plan Implementation Plan and reflected in the Request for Proposals for the Community Sustainability Liaison, the Task Force agreed that the primary opportunity for interaction will come at regularly scheduled Task Force meetings. Additional communication will be coordinated through the staff liaison to the Task Force. Requests in addition to those covered in the Community Sustainability Liaison’s proposal will be brought to the full Task Force and agreed upon prior to being communicated to the Community Sustainability Liaison.

 

 

Review of Sample Motions 

The Task Force reviewed the process for making motions as utilized by other Task Forces in the city.

 

Discussion and Recommendations Regarding National Sustainable City Programs

This item was agendized for the May Task Force meeting.

 

Liaison Updates

  • Shannon Parry provided the SMMUSD update and encouraged Task Force members to comment on the update of the facilities master plan.  Sandy Grant provided information on the progress integrating sustainability into the facilities master plan and highlighted the need for a sustainability advocate on the Measure BB oversight committee.
  • Shannon Parry provided the LUCE update. The monthly newsletter was included in Task Force packets.  There will be a Placemaking event on May 7, 2007.
  • Al Rosen provided the Solar Santa Monica update. Solar Santa Monica is moving forward and reaching out to community stakeholders to present the program. They are also working to address barriers to implementation. This includes the changes to Time-Of-Use Rates that will impact the buy back period on a number of the package offerings. 
  • Shannon Parry provided the Chamber of Commerce update.   The Sustainable Quality Awards will be held on May 15, 2007 at the Fairmont Miramar hotel in Santa Monica.   Shannon Parry will be leading a sustainable infrastructure tour June 28 and 30, 2007.

 

Discussion and Recommendations Regarding Future Sustainability Presentations and Agenda Items

The Task Force also requested a presentation detailing the current and proposed sustainability programs and projects at SMMUSD.

 

Public Input on Non-Agendized Items

Louisa Fish commented on the need for compliance with city guidelines for submitting proposals. These guidelines are meant to reduce paper use and she noted that they will only be successful if they are implemented. She also commented on a Sustainable Works Green Living Workshop she attended. She was impressed with the curriculum and the way the program has grown since she first participated.  During the workshop she noted the difference in fee schedule for Santa Monica residents and non-residents. She thinks the difference should be more significant.

 

Comments and Announcements

Genevieve Bertone announced the EcoFabulous event to be held at Santa Monica College on April 24, 2007. The event will include the official release of the Santa Monica College Environmental Audit.
