SEPTEMBER 11, 2006 MEETING OF THE

CITY OF SANTA MONICA

SANTA MONICA SUSTAINABLE CITY TASK FORCE

 

Task Force members in attendance: Sandy Grant, Jim Ries, Carol Rosskam, Mark Olson, Dennis Woods, Al Rosen, Christina Erickson and Leonard Mitchell

City staff in attendance: Dean Kubani and Shannon Parry

Others in attendance: Facilitator Steve Bornstein and 4 students from Santa Monica College

 

The meeting was convened at 7:10 pm.

 

Public Input on the Agenda Items 

There was no public input on agenda items.

 

Approval of Minutes from the August 14, 2006 Meeting

Mark Olson requested the minutes be changed to reflect his attendance at the August 14, 2006 meeting, not the attendance of Mark Gold. Mark Olson moved to approve the minutes with the amended name change. The motion was seconded by Al Rosen and passed unanimously.

 

SCTF Planning and Organization Committee Review of August 14, 2006

Steve Bornstein introduced the item. He reviewed the progress the Task Force made at the last meeting. After summarizing the outcomes of the August 14, 2006 meeting, the Task Force identified two important issues to address in order to be most effective in meeting their charge. The first is a presentation of City 101. City 101 will be presented by staff at the October 10, 2006 meeting and will provide a program history, introduction to Boards and Commissions, and an overview of the city’s organizational structure and existing projects and programs designed to meet the goals of the Sustainable City Plan. The second is the hiring of the Community Sustainability Liaison to facilitate education and outreach.

 

After discussion, Al Rosen made the following motion: “The Sustainable City Task Force considers the speed of appointment of the Community Sustainability Liaison to be the committee’s highest priority.”

 

The motion was seconded by Sandy Grant and passed unanimously.

 

Discussion and Recommendations Regarding Committee Structure and Composition

Steve Bornstein reviewed the newly established committee structure and confirmed participation from each Task Force member. He introduced strategic work plans and provided a template for each subcommittee to develop a strategy to meet the goals in the Sustainable City Plan.  He stressed the importance of developing work plans that identify a timeframe for action, create responsibility and provide strategies that serve more than one function.

 

The Task Force reviewed the Resource Conservation, Environmental and Public Health, and Economic Development goal areas, goals and indicators to set the stage for the subcommittee session.

The Resource Conservation, Environmental and Public Health, and Economic Development subcommittees met to discuss their strategic work plans.

The Resource Conservation, Environmental and Public Health, and Economic Development subcommittees presented their progress on developing strategic work plans to meet the goals set forth in the Sustainable City Plan.

 

Jim Ries and Sandy Grant agreed to attend the next Task Force on the Environment meeting to introduce their subcommittee work plans.

 

Discussion and Recommendations Regarding the Sustainable City Report Card Content

Dean Kubani and Shannon Parry introduced the item.  The Task Force reviewed the draft content and grades developed by an outside consultant and city staff. The Task Force recommended the letter grades be changed in two goal areas and made edits to the written content in each of the goal areas.

 

Discussion and Recommendations Regarding the October 10th SCTF

Meeting

After discussion of the Columbus Day holiday on October 10, 2006, the Task Force agreed that the regularly scheduled meeting will occur.

Public Input on Non-Agenda Items

There was no public input on non-agenda items.

 

Comments and Announcements

Dean Kubani announced that the staff report containing the Sustainable City Plan Implementation Plan (SCPIP) will be going to Council on October 10, 2006 as an Administrative Item and not a study session. The Task Force expressed concern that this indicated lack of concern about sustainability in the city.

 

Sandy Grant announced that the students from Santa Monica College would return on December 11, 2006 to present their research findings relative to the Environmental and Public Health subcommittee’s request.
