JUNE 12, 2006 MEETING OF THE
CITY OF SANTA MONICA
SUSTAINABLE CITY TASK FORCE
SCTF members in
attendance: Jim Reis, Sandy Grant, Laura
Berland-Shane, Jennifer Wolch, Christina Erickson, Carol Rosskam, Dennis Wood,
and Genevieve Bertone.
Staff in
attendance: Dean Kubani and Shannon
Parry.
Members of the
public in attendance: Council liaison Pam O’Connor and Task Force on the
Environment liaison Susan Mearns.
The meeting was
convened at 7:15pm.
Public
Input on Agenda Items
Newly appointed Sustainable City Task Force member,
Laura Berland Shane, introduced herself to the Sustainable City Task Force who
in turn introduced themselves.
Approval
of Minutes from the May 8, 2006 meeting
Sandy Grant proposed the May 8th minutes
be amended to include the following statement in regards to the new member
orientation meeting: “Sandy Grant recommended new members read the Gap
Analysis.”
Genevieve Bertone made the motion to approve the
May 8th, 2006 meeting minutes as amended. The motion passed.
Discussion
and Recommendations Regarding Sustainable City Plan Implementation Plan
Sandy Grant introduced the item by clarifying the
SCPIP implementation model. After reviewing the model, the SCTF recommended
changes to clarify the language in the Sustainable City Plan Implementation
Plan.
The Task Force requested additional information on
the staff report that will include the Sustainable City Plan Implementation
Plan. Dean Kubani responded to the
questions and shared the draft Sustainability Advisory Team recommendations. After a brief discussion, the Task Force
agendized a discussion of possible collaborations with the Sustainability
Advisory Team for the July 10th meeting.
Update
from Council Liaison Subcommittee
Christina Erickson provided the update. She
reported that Laura Berland Shane, Genevieve Bertone, Christina Erickson and Mark
Olson had been successful in their attempts to liaise with Council. The
subcommittee agreed that the Council members were surprised that the funding
request was not in the budget.
Pam O’Connor encouraged the Task Force to have a
strategy in case the Sustainable City Plan Implementation Plan is not fully
funded. She also encouraged the Task Force to look for mechanism to fund their request
that do not impact the general funds.
Dean Kubani
responded that staff is committed to investing in sustainability and confirmed
that the Council has been made aware of the funding request as well as
opportunities to fund the request from enterprise funds.
Discussion
Regarding Meeting with New City Manager
The Sustainable City Task Force agreed to a 6:30pm
start time for the July 10th meeting in order to accommodate the City Manager’s
schedule.
After discussion, the Task Force stated the
importance of sustainability as a key component in all City decisions and
highlighted the important role the City’s sustainability goals play in the quality
of life of Santa Monica
residents.
Nomination
and Election of SCTF Chair and Vice Chair Positions (30 min)
Sandy Grant introduced the topic. The Task Force thanked Sandy Grant and
Genevieve Bertone for their service. After discussion, Christina Erickson made
the following motion:
The Sustainable City Task Force designates Jim Reis
as Chair and Laura Berland Shane as Vice Chair of the Sustainable City Task
Force for a two year term starting in June 2006.
Jennifer Wolch seconded the motion which passed
unanimously.

Sandy Grant provided the updated. She reported that
the school district is surveying residents regarding the bond issue proposed
for the November ballot. The City is
also considering a watershed management bond that would also be on the November
ballot.

Sandy Grant announced that the City of Santa Monica is preparing
a master plan to guide the continued development of the community’s cultural
resources. She invited Task Force members to attend the Creative
Capital event on June 24th from 10am -1pm at the Ken Edwards
Center.
Dean Kubani
briefly introduced the Andersen Initiative and detailed some of the City’s
responses.
Christina Erickson announced her support for the
2016 Los Angeles
Olympic bid which could include a strong emphasis on sustainability. She
highlighted the regional benefits of sustainable practices and encouraged
interested Task Force members to participate.
The Task Force discussed changing the start time of
the meetings to 7:15pm, but decided to agendize a more formal discussion of the
meeting time at the July 10th meeting.
