DECEMBER 11, 2006 MEETING OF THE

Task Force members in
attendance: Jim Ries, Mark Olson, Carol Rosskam, Laura Berland-Shane, Al Rosen,
Sandy Grant, Jennifer Wolch, and Denis Woods

Public in attendance: Louisa Fish
The meeting was convened at
7:20pm.
Public Input on Agenda Items
Louisa Fish commented on the
need to include alternative transportation information on community meeting notices
as well as community event announcements. She also commented on the increased
fare for seniors to ride the Big Blue Bus Holiday Shopping Shuttle and the
temporary loss of the Tides Shuttle.
Approval of Minutes from the November
13, 2006 meeting
Sandy Grant moved to approve
the minutes. Jennifer Wolch seconded. Jim
Ries recommended the word “potential” be added to the statement that Genevieve Bertone
left the room.
The minutes were unanimously
approved with the proposed changes.
Jim Ries also suggested the
entire Task Force contribute to the long range plan and asked to have the item
agendized for future discussion.
Update on the Sustainability Advisory
Team
Shannon and Dean gave the
update on the Sustainability Advisory Team.
The Sustainability Advisory Team will meet in early 2007 to move forward
with their plans to develop strategies to express sustainability throughout the
city of Santa Monica,
coordinate city activities to ensure consistency with the Sustainable City
Plan, and provide guidance for future sustainability efforts.
Update on the Community Sustainability
Liaison
Shannon and Dean gave the
update on the Community Sustainability Liaison.
The RFP is complete and will be distributed immediately.
The Task Force recommended
staff develop a grading sheet to judge the Community Sustainability Liaison applicants. Staff agreed to develop draft criteria for
selection.
Dennis Woods made a motion
to extend the final date for RFP submissions to January 18, 2007. The motion was seconded by Sandy Grant and
was approved unanimously.
Subcommittee Meetings
The subcommittees met.
Subcommittee Reports
The Resource Conservation,
Environmental and Public Health and Economic Development subcommittees continue
to develop their work plans and define implementation measures.
After discussion, the Task
Force unanimously appointed the Economic Development subcommittee to review the
Sustainable Economic Development Strategy RFP.
Discussion and Recommendations
Regarding the 2007-08 Budget Priorities
After discussion, the Task
Force unanimously passed the following motion:
Motion
The Santa Monica Sustainable
City Task Force recommends that the 2007-08 Budget reflect sustainability as an
on-going community priority. Additionally, the Task Force recommends the inclusion
of a sustainability analysis in all staff report with specific attention given to
addressing the proposed projects impacts on Sustainable City Plan goals.
Finally, the Santa Monica Sustainable City Task Force encourages Council to
place a high priority on completing the LUCE in a timely fashion with the General
Plan policy completed by end of 2007.
Liaison Updates
Al Rosen was unanimously
designated as the Task Force liaison to Solar Santa Monica.
Discussion and Recommendations
Regarding Future Sustainability Presentations and Agenda Items
Jim Ries reported that staff
is maintaining a list of topics for future sustainability presentations and
encourages Task Force members to contribute presentations or make requests on
an on-going basis.
Public Input on Non-Agendized Items
There was no public input on
non agendized items.
Comments and Announcements
Dennis Woods suggested staff
develop a Task Force calendar that would include community meetings,
conferences and events. Staff agreed to
develop a calendar and requested Task Force members to forward information that
should be included.
