AUGUST 8, 2005 MEETING OF THE
CITY OF SANTA MONICA
SUSTAINABLE CITY TASK FORCE
The meeting was convened at 7:15
p.m. SCTF members in attendance: Dennis
Woods, Sandy Grant, Genevieve Bertone,
Leonard Mitchell, Euri De Oliviera, Terry O’Day and Jim Ries. City staff: Dean Kubani. Others: Louisa Fish and Jerry Rubin
Public Input on Agenda Items
Louisa Fish recommended that the City should promote
ridesharing using local taxis.
Minutes
The minutes of the July 11, 2005 meeting
were unanimously approved.
Continued Discussion and
Recommendations Regarding Sustainable City Plan Implementation Plan Process,
Timeline and Next Steps
Sandy Grant presented background on
previous discussions about this topic and Dean Kubani presented staff
recommendations on how to proceed with completion of the SCP Implementation
Plan. Following discussion the SCTF
unanimously agreed that 1) the SCTF will continue to meet monthly; 2) Staff
will take over primary responsibility for drafting the remainder of the
Implementation Plan; 3) Staff will present drafts of each section of the
Implementation Plan to the SCTF for review and approval at monthly SCTF
meetings; and 4) the revised timeline calls for completion of the draft
Implementation Plan by the December 2005 SCTF meeting. Following additional discussion about the
role of the POI and Experts Subcommittees, the SCTF agreed that there will be a
standing Subcommittee Report agenda item at each monthly SCTF meeting.
Discussion and Recommendations
Regarding Protocol for Task Force Member Participation and Replacement
Following discussion the SCTF requested
that staff research attendance protocols for other city boards and commissions
and report back at the September 12, 2005 meeting. Further discussion and a final recommendation
on this item will be made at that meeting.
Discussion and Recommendations
Regarding the Opportunities and Challenges Report for the Update of the Land
use and Circulation Elements
Following preliminary discussion about the
report, the General Plan Subcommittee (Sandy Grant, Genevieve
Bertone, and Dennis Woods) agreed to review the report in
detail and formulate draft recommendations for further discussion and approval
at the September 12, 2005 SCTF meeting.
Discussion and Recommendations Regarding
Endorsement Template for Use by Stakeholder Groups
Sandy Grant presented a draft template that
can be used by community organizations to formally endorse the Sustainable City
Plan. Following discussion and minor editing the SCTF unanimously approved use
of the template.
Public
Input on Non-Agendized Matters
Louisa Fish expressed concern that the city
isn’t doing enough to assist people who can’t drive to attend public meetings.
Jerry Rubin expressed his appreciation to
SCTF members for their hard work.
