MARCH 14, 2005 MEETING OF THE

CITY OF SANTA MONICA

SUSTAINABLE CITY TASK FORCE

 

The meeting was convened at 7:15 p.m.  SCTF members in attendance: Dennis Woods, Sandy Grant, Jim Ries, Christina Erickson, Roe Johnston, Genevieve Bertone, Euri De Oliveira, Mark Olson and Leonard Mitchell.  Santa Monica City staff in attendance: Dean Kubani.  Others: Nicole Picard.

 

Public Input on Agenda Items

Nicole Picard noted that the Borderline Neighborhood is interested in becoming involved in a neighborhood-wide sustainability program.  Sandy Grant referred her to Sustainable Works, who implements a residential sustainability program for the City.

 

Minutes

The minutes of the December 13, 2004 and January 10, 2005 meetings were unanimously approved.

 

Discussion and Recommendations Regarding Draft Resolution by Borderline Neighborhood Improvement Committee

 

Nicole Picard, Co-Chair of the Borderline Neighborhood Improvement Committee presented concerns of Borderline Neighborhood residents regarding pedestrian safety, lack of open space and trees, parking, and traffic issues in the neighborhood.  She presented a draft proposal to address these problems to the SCTF for consideration.  Following questions and discussion, the SCTF unanimously adopted the following motion (SCTF member Dennis Woods abstained from voting because he lives in the Borderline Neighborhood):

“The Sustainable City Task Force supports any neighborhoods’ desire to participate in achieving the goals of the Sustainable City Plan through neighborhood improvements, such as the Borderline Neighborhood proposed Longfellow Street project, which promotes urban forestry, resource conservation, urban runoff management, walkability, and other Sustainable City Plan goals.  The SCTF commends the Borderline Neighborhood for proactively addressing this and encourages other neighborhoods to do the same.”

 

 

 

 

Formal Adoption of SCTF Budget Priorities for FY 2005-06

The SCTF unanimously adopted the budget priority recommendations that had been presented to City Council by SCTF member Jennifer Wolch on January 11, 2005.  These recommendations had been discussed at previous meetings but had not been adopted prior to presentation the City Council due to lack of a quorum at the December 2004 SCTF meeting.

 

Review of Strategy for Development of SCP Implementation Plan

Sandy Grant initiated the discussion regarding current progress of the Experts and Persons of Influence (POI) subcommittees and exploration of next steps needed to complete the Implementation Plan.  Following discussion, the group agreed that both subcommittees would meet on April 11 prior to the full SCTF meeting and would report on progress and plan next steps during the full SCTF meeting.  The May 9 SCTF meeting will focus on completion of sections 7, 8, 9, and 10 of the SCP Implementation Plan.

 

Review, Discussion and Recommendations Regarding First Partial Draft of the SCP Implementation Plan

 

Following review and discussion, SCTF members recommended that section 6 of the report should be changed into a summary of the Gap Analysis, and the Gap Analysis should be included as an appendix to the plan.  The group also recommended that the Introduction and Background sections be combined.

 

Report on Mobility 21 Collaboration Process

Sandy Grant reported on her meeting with Maria Guerra of MTA.  Ms. Guerra was instrumental in the creation of Mobility 21 which is a group of agencies and organizations interested in developing a region-wide consensus on transportation goals with the intent of leveraging state and federal transportation funds to help meet the consensus goals.  Sandy noted that Mobility 21 provides a good model for consensus building and indicated that Ms. Guerra has offered to be a resource to the SCTF to help guide consensus building around the SCP goals in Santa Monica.

 

Public Input on Non-Agendized Matters

There was no public input.  The meeting was adjourned at 9:40pm
