OCTOBER 10, 2005 MEETING OF THE
CITY OF SANTA MONICA
SUSTAINABLE CITY TASK FORCE
The meeting was convened at 7:25
p.m. SCTF members in attendance: Dennis
Woods, Sandy Grant, Genevieve Bertone,
Jim Ries, Leonard Mitchell, Roe Johnston, Jennifer Wolch, and Christina
Erickson. City staff: Brian Johnson and Dean

There was no public input.
Minutes
The minutes of the September 12, 2005
meeting were unanimously approved following an amendment to the wording of the
motion regarding SCTF member replacement.
The revised motion from the September 12 minutes is as follows:
“All Members of the
Sustainable City Task Force are required to attend at least nine SCTF meetings
per year. Except for special
circumstances, as defined by a majority of SCTF Members, failure to attend the
requisite number of meetings will result in a recommendation to City Council to
rescind SCTF membership.”
Discussion and Recommendations
Regarding Draft Sustainable City Plan Implementation Plan
Dean Kubani presented a draft revised
outline of the SCP Implementation Plan and a draft of Recommended
Implementation Measures for discussion and input. SCTF members approved of the revised
outline. There was extended discussion
regarding the recommendation for the creation of a Community Sustainability
Liaison and the responsibilities of that position, if created. Following discussion, the SCTF approved the
following motion: “The SCTF approves of the concept of creating a Community
Sustainability Liaison and including it as a recommendation in the SCP
Implementation Plan, with the understanding that the responsibilities,
oversight and reporting protocol for the position need to be worked out.” The motion was approved on a vote of 5 In
Favor (Ries, Wolch, Grant, Johnston and Erickson), 1 Opposed (Mitchell) with
SCTF members Woods and Bertone abstaining.
Dennis Woods noted that he abstained from voting due
to potential conflict of interest
questions raised by Leonard Mitchell and felt it best to await clarification
on these issues by the City Attorney. Genevieve Bertone
noted that she abstained to avoid the appearance of a
conflict of interest because the organization that she works for (Sustainable Works) could potentially apply to
the city for grant funding for the Community Sustainability Liaison if Council implements
the recommendation. Leonard Mitchell
requested that the City Attorney be invited to the November 14, 2005 meeting to
provide the SCTF with information and advice on conflict of interest law and
how it applies to the SCTF. Dean Kubani noted that he would prepare a draft of
the roles and responsibilities of the proposed Community Liaison for review at
the November 14 meeting.
The SCTF also discussed the recommendation
in the draft Implementation Plan for the development of a Sustainable Economic
Development strategy for the community.
Leonard Mitchell expressed concern that the work his class at USC is
doing is not recognized in this proposal and SCTF members recommended that
information about the USC study be included in the SCP Implementation Plan
recommendation. Leonard agreed to
provide a detailed proposal for an expanded Sustainable Economic Development
strategy for Santa Monica for discussion at the November 14th
meeting. He agreed to work with Jennifer
Wolch in structuring the proposal.The SCTF asked Leonard
to meet with Jennifer Wolch to discuss modifying the language
for the Economic Development recommendation of the Implementation Plan and
report back at the November 14, 2005 meeting.
Sandy Grant agreed to contact Jennifer Wolch and to help facilitate the meeting between
Leonard and Jennifer.
The SCTF agreed to continue discussion on
the proposed recommendation to conduct Expert Forums at the November 14, 2005
meeting.
