SEPTEMBER 14, 2004 MEETING OF THE
CITY OF SANTA MONICA
SUSTAINABLE CITY TASK FORCE
The meeting was convened at 7:10
p.m. SCTF members in attendance: Jim
Ries, Jennifer Wolch, Christina Erickson, Euripedes De Oliveira, Dennis Woods,
Sandy Grant Leonard Mitchell, Mark Olson and Terry O’Day (SCTF members Roe
Johnston and Genevieve Bertone were unable to attend). Santa Monica City
staff in attendance: Craig Perkins and Dean Kubani. Others: Louisa Fish and one other member
of the public.
Public Input on Agenda Items
Louisa Fish recommended ways to modify the City’s water
billing system to encourage water conservation.
Minutes
The minutes of the August 9, 2004
retreat and the August 11, 2004 meeting were unanimously approved, with the
following modification: A note should be added to the retreat minutes to
indicate that the July 2005 date for completion of the implementation plan is a
target date and is seen as an aggressive goal by the SCTF.
Review of Status on Timeline
for Development of SCP Implementation Plan
Sandy Grant presented a timeline
of scheduled activities and milestones for the creation of the implementation
plan. To date the process is on
schedule.
Review and Discussion of Draft
Gap Analysis
Dean Kubani presented an overview
of the draft gap analysis. The
purpose of the gap analysis is to evaluate current progress toward meeting the
goals of the Sustainable City Plan in order to help guide discussion and
prioritization of tasks necessary to develop an implementation strategy for the
SCP. He noted that the draft
analysis is currently quite subjective and has not been reviewed by key City
staff and community stakeholders for accuracy, and it will likely change
somewhat following those reviews.
The SCTF asked Dean to prepare a matrix showing which sectors of the
community are currently addressing which goal areas and prioritizing areas that
are under-represented. The SCTF
members discussed the Housing and Economic Development goal areas and agreed
that the implementation plan needs to address community issues in a systemic way
as opposed to addressing them individually by goal area. The gap analysis will be revisited at the
October meeting for further discussion.
Creation of Sub-Committees
SCTF members agreed to create two
sub-committees to identify, contact and work with “persons of influence” in the
community and “experts” for the development of the implementation plan.
The “Expert” sub-committee will include Terry O’Day, Jennifer Wolch, Leonard
Mitchell, Dennis Woods, and Jim Ries. The “POI” sub-committee will include
Euripides De Oliveira, Mark Olson, Christina Erickson, Genevieve Bertone, and
Roe Johnston. Prior to the October SCTF meeting each
sub-committee will meet, appoint a chair, and begin identifying experts and POIs
to contact. At the October SCTF
meeting the contact lists will be reviewed and finalized.
Discussion and
Recommendations Regarding SCTF Involvement and Interaction with the Update of
the City’s General Plan Elements
Dean Kubani provided schedules for
the update processes for the Land Use and Circulation Elements of the City’s
General Plan. The first public
meeting to discuss the Land Use Element update is tentatively scheduled for
October 26. Dean will contact SCTF
members when this date is confirmed. Dean reported that City staff from the
Transportation Management Office will attend the October SCTF meeting to give a
presentation on the Circulation Element update process and to obtain input from
SCTF members.
Discussion Regarding SCTF
Involvement in 10-Fest
Dean Kubani provided information
regarding the schedule of events for 10-Fest and invited SCTF members to attend
and participate.
Discussion and Adoption of
Rules of Conduct for the SCTF Regarding Establishment of Regular Meeting Time
and Location and Agenda Preparation
Due to time considerations
discussion on this item was deferred until the October 2004 SCTF meeting.
