AUGUST 11, 2004 MEETING OF THE
CITY OF SANTA MONICA
SUSTAINABLE CITY TASK FORCE
The meeting was convened at 7:05
p.m. SCTF members in attendance:
Genevieve Bertone, Jim Ries, Jennifer Wolch, Christina Erickson, Euripedes
DeOliveira, Dennis Woods, Sandy Grant (SCTF members Leonard Mitchell, Roe
Johnston, Mark Olson and Terry O’Day were unable to attend). Santa Monica City staff in attendance:
Brian Johnson and Dean Kubani.
Others: Louisa Fish, Paul Scott, Doug Kruschke and Rob Steiner
Public Input on Agenda Items
Louisa Fish recommended that the SCTF alter the rules for
public input at its meetings to allow for input on each agenda item, rather than
only allow input at the beginning and end of the meeting.

The minutes of the July 14, 2004
meeting were unanimously approved.
Discussion Regarding Next
Steps for Development of Sustainable City Plan Implementation Strategy
Facilitator Doug Kruschke led the
discussion, which was a continuation of the discussion on this topic from the
August 9 SCTF retreat. Following
discussion, SCTF members agreed that development of the Implementation Strategy
will consist of two parallel efforts: 1) Engaging community stakeholders
(“persons of influence”) in the process and ultimately obtaining their
endorsement of the SCP goals, and obtaining commitments on the part of their
organizations to take action to help achieve the goals; and 2) Fact finding and
obtaining input from “experts” in the various goal areas on best practices to
pursue in order to achieve the goals (including best practices necessary to
engage and obtain commitments from community stakeholders).
The SCTF agreed on the following
timeline for development of the Implementation Strategy:
September 2004
1)
Complete draft “Gap Analysis” assessing current progress toward SCP
goals - complete by September 14 SCTF meeting (City staff)
2)
Identify and assemble a group of “persons of influence” representing
various stakeholder groups in Santa Monica to provide input on the creation of
the implementation strategy and to ultimately endorse it – identify POI’s at
September 14 meeting and obtain their involvement by SCTF’s meeting in October
2004 (SCTF members)
3)
Identify and assemble a group of “experts” in each of the eight goal
areas to assist the SCTF with policy development for the implementation strategy - identify experts at September 14
meeting and obtain their involvement by SCTF’s meeting in October 2004 (SCTF
members)
October 2004
1)
Finalize Gap Analysis – complete in time for October SCTF meeting
(City staff and SCTF members)

Begin working with POI and Expert groups (SCTF subcommittees)
3)
Refine Strategy and Timeline – complete at October SCTF meeting (City

Discussion and Adoption of
Rules of Conduct for the SCTF Regarding Establishment of Regular Meeting Time
and Location and Agenda Preparation
Due to time considerations
discussion on this item was deferred until the September 14, 2004 SCTF meeting.
Public Input on Non-Agendized
Matters
Louisa Fish recommended that the
SCTF contact the Disabilities Commission to explore the possibility of having a
liaison from that group attend future SCTF meetings. She also expressed concern about the use
of styrofoam and plastic at recent City meetings.
