JULY 14, 2004 MEETING OF THE
CITY OF SANTA MONICA
SUSTAINABLE CITY TASK FORCE
The meeting was convened at 7:15
p.m. SCTF members in attendance:
Genevieve Bertone, Jim Ries, Jennifer Wolch, Christina Erickson, Euripedes
DeOliveira, Mark Olson, Dennis Woods, Sandy Grant, Roe Johnston (SCTF members
Leonard Mitchell and Terry O’Day were absent). Santa Monica City staff in attendance:
Craig Perkins, Brian Johnson Judy Rambeau and Marsha Moutrie. Others: Doug Kruschke and Louisa Fish
Public Input on Agenda Items
There was no public input.
Minutes
The minutes of the June 9, 2004
meeting were unanimously approved.
Presentation on Brown Act
City Attorney Marsha Moutrie
presented information on the Brown Act public meeting rules and answered
questions regarding how the rules apply to the Sustainable City Task Force.
Discussion and Adoption of Rules of Conduct for the Sustainable City Task
Force
A brief presentation was given by
Dennis Wood regarding the SCTF’s rules of conduct. A request was made regarding acceptance
of non-agendized item public comment at beginning of meeting. The draft rules as described in
Attachment 2 were approved unanimously with the exception of rule 2. Regarding rule 2, both time and place for
holding regular meetings and agenda preparation process would be discussed at
next meeting.
Appointment of
Chair and Vice Chair for Sustainable City Task Force
A discussion was held regarding
Task Force chairperson and vice-chairperson. Members discussed the possibility of a
revolving chair and other options.
The Task Force opted to appoint a chair and vice-chair. Sandy Grant and Genevieve Bertone were
unanimously selected as chair and vice-chair, respectively. The length of term of the appointments
was not discussed.
Preliminary Discussion
Regarding Proposed Draft Outline for Sustainable City Plan Implementation
Strategy
A broad discussion took place
focusing on the preliminary implementation strategy drafted by Sandy Grant.
The discussion contemplated a goal or mission statement, implementation tools,
resource list, stakeholders, and other relevant City planning processes. A motion was unanimously approved to
“Create an ad-hoc subcommittee to prepare a draft analytic framework for
initiating retreat discussion regarding the implementation plan.” Sandy Grant, Jennifer Wolch, Roe
Johnston, Jim Ries and Genevieve Bertone agreed to participate on the ad-hoc
subcommittee.
Discussion and
Recommendations Regarding Agenda for Sustainable City task Force Retreat in
August/September
The retreat will take place on
August 9, 2004, noon to 6pm at the Santa Monica Pier Carousel Conference Room
(note; meeting location was changed subsequent to this meeting). The retreat will focus on teambuilding,
creation of a mission statement and development of framework to develop the
Sustainable City Implementation Plan.
Public Input on Non-Agendized
Matters
Louisa Fish introduced herself,
and asked that she receive attachments to the minutes via mail. She would also
like Santa Monica City TV available not just on cable TV.
