DECEMBER 13, 2004 MEETING OF THE
CITY OF SANTA MONICA
SUSTAINABLE CITY TASK FORCE
The meeting was convened at 7:05
p.m. SCTF members in attendance:
Jennifer Wolch, Dennis Woods, Sandy
Grant, Genevieve Bertone, Mark Olson, Jim Ries, Terry O’Day, Roe Johnston and
Euripides De Oliveira (SCTF members Christina Erickson and Leonard Mitchell were
unable to attend). Santa Monica City
staff in attendance: Dean Kubani and Brian Johnson. Others: none
Public Input on Agenda Items
There was no public input.
Minutes
The minutes of the November 8, 2004 meeting
were unanimously approved.
Review
of Status on Timeline for Development of SCP Implementation Plan
Sandy Grant presented the timeline and led a
discussion about next steps.
Discussion and Recommendations
Regarding Final Implementation Plan Report Structure
Sandy Grant led the discussion on this item.
SCTF members reviewed a draft Implementation Plan report outline and made
recommendations. The outline will be revised based on the
input received and will be presented again at the January 10 SCTF meeting for
review and approval.
Discussion and Recommendations
Regarding Resources for Development of Implementation Plan
Sandy Grant led the discussion, which
focused on 1) the potential availability of staffing and financial resources to
assist with development of the Implementation Plan between now and July 2005,
and 2) possible budget recommendations to Council to fund implementation of the
plan. Staff indicated that currently
there is no funding available to hire additional staff or consultants for the
development of the Implementation Plan between now and July 2005. SCTF members discussed preliminary budget
recommendations to be presented to City Council at their January 11 meeting.
Sandy Grant and Dean Kubani agreed to draft a list of budget recommendations
based on the discussion. This list
of recommendations will be presented for SCTF review and approval at the January
10 SCTF meeting.
Reports from SCTF Subcommittees
Land Use Subcommittee – Sandy Grant and
Genevieve Bertone plan to attend the December 15 meeting of the Planning
Commission and provide input on behalf of the SCTF (see next item below).
POI Subcommittee – Mark Olson and
Dean Kubani provided the update.
The committee plans to meet within the next two weeks and following that
will begin its outreach to people of influence in the community. SCTF members recommended that local
celebrities be approached to determine their interest in becoming more involved
in the SCP process as a way to help raise public awareness.
Experts Subcommittee – Jennifer Wolch
provided the update. The committee
has developed a list of experts to contact in the three priority goal areas
(Resource Conservation, Environmental and Public Health, and Economic
Development) and plans to begin contacting them after the first of the year.
Discussion and Recommendations
Regarding SCTF Input at the 12/15 Meeting of the Planning Commission
SCTF members reviewed the agenda for
upcoming meeting of the Planning Commission and discussed areas to provide
input. Specifically they recommended
that the Planning Commission involve the Task Force on the Environment,
Recreation and Parks Commission and Housing Commission, as well as the SCTF, in
future discussions about the update of the Land Use and Circulation Elements to
the city’s General Plan. Sandy and Genevieve will attend the
meeting and communicate the SCTF recommendations.
