NOVEMBER 8, 2004 MEETING OF THE
CITY OF SANTA MONICA
SUSTAINABLE CITY TASK FORCE
The meeting was convened at 7:15
p.m. SCTF members in attendance:
Jennifer Wolch, Christina Erickson, Dennis Woods, Sandy Grant, Genevieve
Bertone, Mark Olson, Jim Ries and Leonard Mitchell (SCTF members Terry O’Day,
Roe Johnston and Euripides De Oliveira were unable to attend). Santa Monica City staff in attendance:
Dean Kubani. Others: Paul Scott
Public Input on Agenda Items
There was no public input.
Minutes
The minutes of the October 11, 2004 meeting
were unanimously approved.
Update
Regarding Land Use and Circulation Element Public Input Process
Sandy Grant reported that she attended and
provided input at the joint meeting of the Planning Commission and City Council
on October 26 that addressed the public input process for the Land Use and
Circulation Element updates. She
indicated that she will attend the November 17 Planning Commission meeting when
the Land Use Element update will again be discussed. Sandy noted that at the October 26
meeting the Planning Commission recommended that the Sustainable City Plan goals
serve as a guiding principle for the Land Use Element update. SCTF members recommended that information
about the Sustainable City Plan be included on both the Land Use and Circulation
Element update web pages.
Dean Kubani indicated that he will draft text for SCTF approval at their
December 13 meeting.
Review
of Status on Timeline for Development of SCP Implementation Plan
Sandy Grant presented a timeline for
development of the Implementation Plan and led a discussion about next steps.
Following this was a discussion about individual members representing the SCTF
at public meetings. The SCTF unanimously adopted the
following motion: “The Sustainable City Task Force will create a subcommittee to
represent the SCTF at Land Use and Circulation Element update public meetings.
The subcommittee will communicate SCTF recommendations at the public meetings
and will regularly report back to the full SCTF.”
SCTF members agreed that the new Land Use and Circulation Element Subcommittee
will include Sandy Grant and Genevieve Bertone, with Dennis Woods as an
alternate.
Reports from SCTF Subcommittees
Christina Erickson provided the update for
the Persons of Influence (POI) Subcommittee. The group has identified various POIs to
contact representing stakeholder groups throughout the city, and is preparing a
cover letter, executive summary of the SCP, and a survey/list of talking points
for use in meetings with the POIs.
Once these items are finalized each subcommittee member will make initial
contact with POIs and will schedule meetings, with the goal of obtaining buy-in
from the POIs and input which can be used to help guide development of the
implementation plan. The
subcommittee plans to complete its interviews with POIs by January 31 2005.
SCTF members agreed with this plan of action.
Jennifer Wolch provided the update for the
Experts Subcommittee. The group has
identified experts in the three priority goal areas of Economic Development,
Resource Conservation, and Environmental and Public Health and is in the process
of contacting them to determine their willingness to participate in the
development of the Implementation Plan.
Local experts will be contacted first and asked to review and comment on
the draft Gap Analysis of the SCP.
SCTF members recommended that the subcommittee develop a timeline and
plan of action prior to the next SCTF meeting.
