Council Meeting Wrap-Up

Consent calendar – Among matters not requiring extensive discussion, Council:

After a brief discussion, Council authorized an agreement with IJM Enterprises in an amount of $50,000 for cinema planning and development consultant and approved an extension in the amount not to exceed $97,865 with L.A. Cha Maintenance Company for custodial services at the Public Safety Facility through November.

Closed Session – Council authorized a settlement in the amount of $31,101.63 for a claim and a settlement with an employee allowing the wearing of a turban during work hours as long as it is worn consistently.

Homeless Update - Staff provided an update on status of housing people from the service registry – 27 of 130 most vulnerable people off the street, seven in permanent housing.

Flora Gill Krisiloff from County Supervisor Zev Yaroslavsky's office provided an update on County efforts to house homeless. Providing funding for supportive services related to housing from the service registry covering 70 individuals from the service registry into housing.

Representatives from the Veteran’s Administration provided updates on:

Council also adopted a Resolution advocating that the Veterans Administration expedite the use of three buildings on the West Los Angeles Veterans Administration Campus for Long Term Therapeutic Housing for Homeless Veterans.

Façade improvements and attendant parking program for Parking Structures 7 and 8 – Council adopted findings of benefit, waived competitive bidding, authorized an agreement with Macerich and authorized a cooperative agreement with Council. The Redevelopment Agency, approved the schematic design, adopted findings of benefit, authorized a cooperative agreement, approved the use of the Lemon Scented Gum Tree and approved an application for reimbursement.

Administrative Office Space Strategies and Use of Civic Center Parking Structure – Council endorsed the short and long term strategies and directed staff to pursue the development of office space in the Civic Center Parking Structure.

Land Use and Circulation Element (LUCE) Strategy Framework – Council continued its discussion of the Strategy Framework topics related to transportation including:  Streets, Walking Bicycle Network, Auto Network, Managing Congestion and Trip Reduction Strategies, and Parking.

Resolutions approving new water and wastewater rates – Council heard public comment pursuant to Proposition 218 requirements and continued discussion to tomorrow night.

Property Based Assessment District (PBAD) in the Downtown – Council held a public hearing and received comment regarding the formation of a Property Based Assessment District in downtown Santa Monica. Council discussion was continued.

Other Matters – Council continued appointments to various Boards and Commissions and a request of Mayor Herb Katz to become a member of the Santa Monica Chamber of Commerce.

ADJOURNMENT AND NEXT MEETING - The meeting was adjourned at 11:25 in memory of former City employee Oscar Campana.

Resolutions approving new water and wastewater rates – Council adopted resolutions establishing revised water and wastewater rates, approve low-income provisions for water and wastewater rates, with a revision to only include low income subsidies for water tiers 1-3.

Property Based Assessment District (PBAD) in the Downtown – Council briefly discussed the PBAD and received additional information on how the assessment rate for non-profits was calculated. Council requested additional information related to non-profit organizations within the area. Further discussion was continued to July 22.

Land Use and Circulation Element (LUCE) Strategy Framework – Council discussion focused on LUCE Strategy Framework topics related to the Downtown, Civic Center, Healthcare, Beach and Oceanfront, Montana Avenue, Main Street, Bergamot Transit Village, Mixed Use Creative, Memorial Park Activity Center, Industrial Conservation and Santa Monica Airport and Business Park. A second discussion focused on the City’s neighborhoods.  

Other Matters – Council continued appointments to Board and commissions as well as a request to become a member of the Santa Monica Chamber of Commerce.  

ADJOURNMENT AND NEXT MEETING - The meeting was adjourned at 10:28.  The next meeting of the Santa Monica City Council is a special meeting on Tuesday, July 15, 2008 beginning at 5:00 p.m. in the wheelchair-accessible Council Chamber at City Hall.   Council meetings are aired live on CityTV Channel 16 and on the Netcast on the city's website and, for regularly scheduled meetings, from 8 p.m. to midnight on KCRW 89.9 FM.
