Council Meeting Wrap-Up

April 8, 2008

Consent calendar – Among matters not requiring extensive discussion, Council:

  • authorized an agreement of auditing services of City's financial statements with the Conrad Government Services, in the amount of $600,000, for a five-year term;

  • authorized an amendment to an existing contract with PCR Services Corporation for $79,000 to provide historic resources analysis for the Planning Division;

  • approved the Statement of Official Action taken denying the appeal of the Landmarks Commission designation of 2219 Ocean Avenue as a landmark as revised to include a Council members name that was left off;

  • authorized a contract with ICF International for groundwater remediation services at the Big Blue Bus Yard and the City Corporation Yard for $745,100 and $1,371,983, respectively;

  • authorized amendments to existing contracts for services related to the Land Use & Circulation Element of the General Plan, Urban Design Concepts and Design Review Process with Raimi + Associates, in the amount of $150,000 and The Odermatt Group, in the amount of $160,000; and

In a Special Meeting of the Housing Authority, following public comment and Authority member discussion of policy matters for future consideration, the Public Housing Agency Plan 2008-09, was approved and certified compliant with the FY 2005-2010 Consolidated Plan.  Staff was directed to investigate issues that were discussed and include them when the Housing Element is considered.

Closed Session – There were no reportable actions from Closed Session.  

Special Agenda Item – The Mayor presented a proclamation declaring April 2008 as “Month of the Young Child” in the City of Santa Monica

Ordinances

Council adopted the following ordinances on second readings:

  • imposing a temporary suspension of certain Municipal Code provisions for the purpose of conducting a one-night Arts Festival, and

  • adopting local modifications to the method of levying assessments pursuant to the Property and Business Improvement District Law of 1994.

Council also considered the first reading of ordinances:

  • on smoking,

-    Council first directed staff to prepare and return with an ordinance on tobacco retailer licensing and pharmacy sales of tobacco,

-     introduced first reading to amend the Municipal Code on smoking to making restaurant owners and managers liable under certain circumstances, require posting of non smoking signs, reduce the amount of fines, and prohibit smoking on public library grounds with language clarifying managers obligations,  

-     directed staff to return with an ordinance prohibiting smoking in common areas of multi-residential buildings, and

-     directed staff to have community workshops including input from the Rent Control Board and Housing Commission on smoking related concerns guided by the Fair Housing staff;

 
  • introduced first reading to amend the Municipal Code Section relating to the living wage exemption modifying its applicability related to banking, and elimination of the annual adjustment to the contract threshold, and directed staff to review the proposed family leave rule changes proposed by the Bush Administration and submit a letter to the Department of Labor on City policy by April 11; and,
  • following the adoption of a resolution making certain findings of local conditions, introduced first reading of modification of certain sections of the Municipal Code related to Green Building Design, construction and demolition waste handling requirements and landscape irrigation and design standards, Council also approved extending the Green Building Grant Program to include buildings and homes certified under LEED.

Council discussed the Development Agreement concept plans for entertainment production facility at 2834 Colorado Avenue and provided direction to staff to begin negotiations and identified some areas of importance to be considered during negotiations, such as employment opportunities for local residents, traffic and responsiveness to the LUCE vision, and public benefits such as open space, pedestrian amenities and improvements to infrastructure, circulation and use of public transit.

Council and Redevelopment Agency in joint meeting discussed the Redevelopment Agency priorities, confirming them and directing staff to prepare the necessary budget actions; and directed staff to review housing staffing needs in order to support a stronger commitment to housing and to continue reviewing joint use opportunities with SMMUSD and SMC.

Other Matters - Council continued to a future meeting as a 5 Item the item requesting discussion related to the Santa Monica Malibu Unified School District meeting certain conditions to increase the base payment of the Master Facility Use Agreement.

Council unanimously appointed T.J. Hill to the Disabilities Commission, authorized support for certain legislative bills regarding housing and health care, authorized use of City Council travel funds to attend the Mayors Against Illegal Guns National Summit in Washington DC, and approved a grant of $11,900, to support the 2nd Annual Main Street 4th of July Parade.

Council continued the remaining appointments and other items.

ADJOURNMENT AND NEXT MEETING - The meeting was adjourned at 12:58 a.m. in memory of Bob Temens. The next meeting of the Santa Monica City Council is a special meeting on Tuesday, April 22, 2008 beginning at 5:45 p.m. in the wheelchair-accessible Council Chamber at City Hall.   Council meetings are aired live on CityTV Channel 16 and on the Netcast on the city's website and, for regularly scheduled meetings, from 8 p.m. to midnight on KCRW 89.9 FM.
