Consent calendar – Among matters not requiring extensive discussion, Council:
Authorized the City Manager to negotiate and execute an amendment with RNC Capital Management, LLC in the amount of $60,000 for management of the cemetery and mausoleum perpetual care fund;
Adopted a resolution for approving the Final Tract Map No. 62429 for a five-unit condominium project at 1119 20th Street;
Authorized a modification to an agreement with Raftelis Financial consultants in an amount of $18,750 for additional consulting services related to the proposed water rate adjustments;
Rejected bid 2924 to furnish and deliver up to five small alternative fuel transit vehicles; and
Approved a lease for office space at 1901 Main Street and a lease renewal for office space at 1212 5th Street.
After receiving clarification, Council:
Approved a contract with Sequel Contractors in the amount of $8,25,040 for the annual street, sidewalk, drainage and Civic Auditorium parking lot improvement project. Council also approved a construction management contract in the amount of $832,700 with URS Corporation. Council also accepted a $54,000 grant from the Integrated Waste Management Board for this project and directed staff to ensure curb lanes are repaired for bicycle use;
Awarded a contract with A-1 Electrical Service Company in the amount of $446,000 for the Civic Auditorium electrical upgrade project; and
Authorized the Big Blue Bus to cancel the Downtown and Pico Farmers’ Market ride service due to very low ridership.
Closed Session – A $30,000 settlement related to a trip and fall incident was approved.
Presentation by Southern California Edison - Update on Electrical System
Mark Olson of Southern California Edison presented a review of upgrades throughout their system and, more specifically, in Santa Monica with emphasis in downtown. Council requested information on creating undergrounding assessment districts, screening of substations and inquired about SCE’s desire to sponsor the Santa Monica holiday ice rink to avoid the use of generators and level of support for Santa Monica organizations.
Appeal of Planning Commission's approval of Conditional Use Permit (CUP) to allow off-site and on-site sale and dispensation of alcoholic beverages at 2000 Main Street – Council denied the appeal and upheld the Planning Commission’s approval of the permit.
Appeal of Landmarks Commission's denial of reconstruction of brick work at 2402 4th Street – Council upheld the Commission’s denial of the reconstruction of brick work.
Ordinances - Council introduced for first reading of an ordinance amending Municipal Code Section 4.08.025 and 4.08.060 relating to regulation of beach and water activities at Santa Monica State Beach, clarifying that the regulations would provide that 1) opportunities for surfing instruction be maximized and 2) instruction and groups served be diversified (types of instruction and those receiving lessons).
Continued Items - Council continued ordinances related to green building design and targeted residential protests to a future meeting as well as a discussion of off-peak parking rates at Library and Civic Garages; free or reduced parking rates for certain Santa Monica High School events
Other Matters –
Council made the following appointments:
Anne Elizabeth Biege-Pearson to the Pier Restoration CorporationCouncil also voted to support Measure R, “The Campaign to Protect Quality Schools” on the February 5, 2008 ballot (For more information on measure, http://yesonrforourschools.org/qanda.html
Council also made a $25,000 donation on behalf of the City to Santa Monica High School to support the school's Symphony Orchestra's performance tour to Europe in March 2008.
