Consent calendar – Among matters not requiring extensive discussion, Council:
authorized an amendment to the Pier Restoration Corporation agreement to include the Carousel and Carousel Deck;
approved a Housing Trust Loan in the amount of $400,000 to Upward Bound Housing for Santa Monica’s share of a regional emergency shelter in Culver City for families with children;
awarded a bid to Bus Systems Unlimited in the amount of $425,000 to provide on-site repair services to the Big Blue Buses’ air conditioning systems;
authorized a construction contract in the amount of $941,360 with Genesis Development for the East Colorado Avenue Improvement Project;
authorized an agreement with Roesling Nakamura Terada Architects in the amount of $263,196 for the design of the beach restroom replacement project; and
authorized a Memorandum of Understanding with the Management Team Associates employee bargaining unit.
After receiving clarification that new streetlights would be retrofitted, Council also authorized a construction contract with Freeway Electric in the amount of $126,500 for the Georgina Avenue Street Lighting Assessment District.
Closed Session – There was no reportable action taken.
Ordinances –
Council adopted on second reading an ordinance clarifying the City’s authority to hang non-commercial banners from streetlight poles for the purpose of promoting City-produced or co-sponsored events or, more generally, to promote or call attention to the City.
Council adopted a resolution making findings of local climate, geological and topographical conditions as required, and introduced for first reading an ordinance, as amended, adopting the California Building Standards Code with Santa Monica amendments.
Council adopted a resolution making findings of local climate, geological and topographical conditions as required, and introduced for first reading an ordinance requiring the installation of approved seismic gas shutoff valves in new buildings and existing buildings when alterations in excess of $10,000
are made.
An item introducing an ordinance that would provide standards for removal of vehicles from time-limited parking areas was pulled by staff.
Approval of Minutes – Council approved various minutes of meetings of the Housing Authority, the Parking Authority and Redevelopment Agency.
FY 2006-07 year-end appropriations and budget adjustments, transmittal of Capital Improvement Program and year-end departmental performance review status report – Council authorized the City Manager to make budget expenditure adjustments between departments and major account groups within funds, and approved year-end budget appropriations.
FY 2007-08 budget and personnel changes; resolution establishing various new classifications and salary rates – Council approved various FY 2007-08 budget changes; specified personnel changes; adopted a resolution revising salaries for various positions and authorized the City Manager to enter into grant agreements with and accept funds from the Los Angeles Homeless Services Authority.
Request for proposals to redevelop subterranean parking, ground floor retail, and cinema on site of Parking Structure 3 – Council authorized the solicitation of proposals for the structure at 1318-20 Fourth Street.
Exterior elevator and electric room addition to City Hall – Council directed staff to reconsider an elevator in a manner that addresses greater ADA accessibility, and also reconsider the location of the elevator room. Staff was directed to look at developing a master plan for Civic Center office space, as well.
Planning principles for the industrial areas and transportation strategies in the Land Use and Circulation Element (LUCE) Update process – Council endorsed “Industrial Lands Principles” as developed through the community outreach process and provided comments on the concepts presented at the first transportation workshop, and also endorsed a general approach for development of principles for the next transportation workshop. Council also discussed other items to consider during future stages of the development of LUCE, including such things as bike paths, safe routes to schools, feeder streets, trade-offs between principles and how to balance competing land use needs (commercial, industrial and residential). Staff clarified next steps, including a December 6 workshop on parking issues. A third transportation workshop will be held in February. These workshops would provide the opportunity to discuss traffic measurement methodologies. Staff clarified that mobility methodologies options will be presented to Council in late February.
Other Matters –
A request of Nathan Crowe that the City Council require, as a result of a pattern of chronic and flagrant code violations, that Izzy’s deli restaurant be closed during the hours of 12 a.m. and 8 a.m. or, alternately, that the parking lot north and adjacent to the restaurant be physically closed and not used for any purpose other than fire and emergencies between the hours of 12 a.m. and 8 a.m., was continued to the December 11 meeting at Mr. Crowe’s request.
Council reappointed Cindy Bendat to the Pier Restoration Corporation.
Council continued the appointment of one unscheduled vacancy to the Pier Restoration Corporation.
Council heard from 36 Critical Mass riders during public comment. Council can not take action related to public comment items. Staff will return with information on current laws that are available to Critical Mass to facilitate their rides.
ADJOURNMENT AND NEXT MEETING - The meeting was adjourned at 12 midnight in memory of Dr. John Gilmore, a Santa Monica doctor, and Jerry Schnitzer, a local activist. The next meeting of the Santa Monica City Council is on Tuesday, November 27, 2007 beginning at 5:45 p.m., in the wheelchair-accessible Council Chamber at City Hall. Council meetings are aired live on CityTV Channel 16 and on the Netcast on the city's website and, for regularly scheduled meetings, from 8 p.m. to midnight on KCRW 89.9 FM.
