Closed Session – Council completed an evaluation of the City Clerk.
Review of Responses to Solid Waste Request for Proposals to Provide Commercial Collection and Transfer and Disposal Services – The results from the evaluation of proposals submitted to provide (1) Commercial Collections Services; and (2) Transfer Services, was presented. After public comment and Council discussion, staff was directed to proceed with exploring public-private partnership opportunities for Transfer Services with the city's Solid Waste Management Division, Allan Company, Athens Services and Southern California Disposal. For commercial services, no formal action was taken. Staff will return within the next few weeks with more information on commercial collection.
Planning Principles for the Industrial Areas and Transportation Strategies in the Land Use and Circulation Element Update Process – This item was continued to November 13.
Other Matters – Council supported the election of Mayor Bloom for an additional term as a voting representative to the Santa Monica Bay Restoration Commission Board of Governors, the election of Mayor Bloom to the position of Commission Chair and directed staff to provide related assistance.
Council appointed Todd Flora to the Bayside District Corporation and continued an appointment to the Pier Restoration Corporation.
Council directed staff to explore options relating to frequency of council meetings and evaluating city council compensation and staffing, including looking at how similar cities operate.
Council opposed the Ocean Way LNG Terminal proposed for construction off Santa Monica Bay, and convey Santa Monica's opposition to appropriate authorities.
ADJOURNMENT AND NEXT MEETING - The meeting was adjourned at 12:17 a.m. in memory of Robert Ayres, a former Santa Monica resident who died while serving in Iraq. The next meeting of the Santa Monica City Council is a regular meeting on Tuesday, November 13, 2007 beginning at 5:45 p.m. in the wheelchair-accessible Council Chamber at City Hall. Council meetings are aired live on CityTV Channel 16 and on the Netcast on the city's website and, for regularly scheduled meetings, from 8 p.m. to midnight on KCRW 89.9 FM.
