October was proclaimed “Disabilities Awareness Month” in the City of Santa Monica.
Consent calendar – Among matters not requiring extensive discussion, Council:
awarded a bid to Transit Products and Services in the amount of $495,000 to provide Plexiglas windows for Big Blue Busses;
awarded a bid to Goodyear Tire & Rubber Company in the amount of $2,650,000 for the lease of tires and related tire services;
authorized the City Manager to negotiate and execute Mills Act Historic Preservation agreements with owners of properties at 822 Euclid Street and 2544 3rd Street;
awarded a purchase order in the amount of $110,754 for the purchase of two paratransit buses to BusWest;
authorized the City Manager to negotiate and execute a three-year contract with Comprehensive Housing Services to provide administration of the residential rehabilitation program in an annual amount of $300,000;
approved a contract with General Environmental Management in the amount of $655,380 for subsurface hazardous materials abatement at the Big Blue Bus Campus Expansion Project;
approved a development plan for a Sewer System Management Plan to outline the goals, schedule and organizational structure for compliance with the Statewide General Waste Discharge Requirements;
awarded a bid to M&M Floor Covering in the amount of $147,207 to provide carpet for the Civic Auditorium;
authorized the City Manager to negotiate and execute an agreement with PC Imaging in the amount of $150,000 to scan and import permit and plan documents;
adopted resolutions approving:
o Final Parcel Map No. 61408 for a 4-unit
condominium project at 851 19th Street;
o Final Tract Map No. 61209 for an 8-unit
condominium project at 917-921 19th Street
o Final Tract Map No. 66844 for a 4-unit
condominium project at 1122 26th Street.
Following brief discussion, Council approved a contract to update the Pavement Management System with KMS and Associates, Inc; and awarded a construction contract for the Colorado Ocean Relief Sewer Construction Project with Steve Bubalo Construction Company in the amount of $8,442,150, and a construction management contract with Tetra Tech, Inc. in the amount of $1,502,000.
Closed Session – A settlement in the amount of $25,000 was awarded for a sidewalk trip-and-fall incident.
Public Financing of Election Campaigns – A report was presented providing information on financing of electoral campaigns. Six options outlined various methods for providing grants and matching funds once qualifying contributions and seed money had been obtained. Also presented were summaries of services currently provided by the city and recent legislative changes.
Council directed staff to return with a report on issues related to enforcement of existing campaign finance laws; to clarify any identified ambiguities; and possible legislation to address contributions in general and regulate expenditures of independent expenditure committees.
Ordinances – Council adopted on second reading an ordinance clarifying Council’s intent with respect to the timing of permanent relocation benefits and an ordinance amending the Manual of Civil Service Rules and Regulations.
Council approved an emergency interim ordinance extending the initial interim ordinance modifying development standards in the Light Manufacturing Studio District and the Industrial Conservation Zoning District.
Council introduced for first reading, as amended, an ordinance to clarify the city’s authority to hang non-commercial banners from street poles, in addition to over-the-street banners, for the purpose of promoting the city, attractions or legal holidays. The Marketing and Promotions Fund was not created.
Construction of Public Safety Storage Facilities for the Fire and Police Departments – Council reviewed proposed locations for public safety storage facilities on Airport property and the schematic design. Council provided input regarding concerns related to the project, including defining and following a process that mirrors a typical project approach and identify additional alternative locations, appropriate level of funding and level of project aesthetics.
Alternative Alignment on Colorado Avenue in Phase 2 of the Exposition Light Rail Draft EIR/EIS – Council reviewed alternative alignments of the Exposition Light Rail into downtown Santa Monica and authorized a request to the Exposition Construction Authority to study alternative alignments into downtown Santa Monica.
Information Regarding the Impacts of Fireworks Displays and Recommendation to Deny the Pending Request for Fireworks on Santa Monica State Beach for a Private Event – Council denied the pending request for a private fireworks display at the Jonathan Club on November 3, 2007.
Other Matters – Council accepted Kavita Patel’s resignation from the Pier Restoration Authority; Cassandra Muzzey’s resignation from the Commission on the Status of Women; Michael D. Guerin’s resignation from the Bayside District Corporation; and Azita Mosbat’s resignation from the Personnel Board. Council authorized the City Clerk to publish the vacancies.
Council continued appointments to the Pier Restoration Corporation and Bayside District Corporation, as well as an item concerning the frequency of meetings and Council compensation and staffing.
ADJOURNMENT AND NEXT MEETING - The meeting was adjourned at 12:17 a.m. in memory of Sol Morrison, former Los Angeles Police Commissioner Maxwell Greenberg, and Betty Tamayo. The next meeting of the Santa Monica City Council is a special meeting on Tuesday, October 30, 2007 beginning at 5:45 p.m. in the wheelchair-accessible Council Chamber at City Hall.
