The evening began with a commendation to the Little League California District 25 Girls’ Minor League “Angels” Softball Team – Tournament of Champions winners.
Consent calendar – Among matters not requiring extensive discussion, Council awarded a contract with PCN3, Inc. in the amount of $535,552 for the Beach Greening Project and authorized the City Manager to enter into a construction contract; rejected bids for the Mountain View Mobilehome Park Utility and Site Improvements Project, waived formal bidding procedures, and authorized the City Engineer to negotiate with the two responsive bidders for construction of the project; authorized both a $1,238,100 construction contract with CJ Concrete Construction, Inc. for the Citywide Sidewalk Repair project and a $197,000 agreement with DMR TEAM, Inc., for construction management and inspection services for the project; authorized property and documentary transfer tax auditing, fiscal consultant reports, tax information reporting services and other related services with HdL Coren & Cone, in the amount of $465,000, for the city and the Redevelopment Agency; and authorized use of city-owned property at 1324 and 1326 5th Street, for a seasonal ice skating event through a License Agreement with the Bayside District Corporation and the city.
Closed Session – No reportable action.
Appeal – Council continued the appeal of the Landmarks Commission's denial of reconstruction of brick work at 2402 4th Street.
Ordinances – Council adopted on second reading an ordinance amending Municipal Code Section 4.56.020 relating to tenant harassment, to conform to a recent decision of the California Supreme Court; and introduced for first reading an ordinance amending Municipal Code Chapter 2.04 Manual of Civil Service Rules and Regulations.
Santa Monica Airport – Council provided direction on implementation of runway safety enhancements at the Santa Monica Airport by requesting preparation of an ordinance for Council consideration, seeking legislative changes and other means.
Village Trailer Park – Council continued discussion of concept plans for the Village Trailer Park site at 2930 Colorado Avenue.
OTHER MATTERS:
Council directed staff to provide a recommendation at the October 23 meeting on the request from Mona L. Kyle for approval of a fireworks display for a private wedding reception on November 3, 2007, at the Jonathan Club, 850 Palisades Beach Road, Santa Monica. Staff was also asked to return with standards and recommendations, including environmental impacts related to private event fireworks displays.
Staff was directed to perform an analysis and generate recommendations for an effective ban on plastic bags at commercial establishments in Santa Monica and other related policy options.
Direction was also given to the City Attorney and management staff to work with the Bayside District Corporation to analyze existing laws applicable to assessment districts and business improvement districts. Staff is to return with appropriate revisions to local law necessary for the implementation of proposed changes to the downtown assessment and improvement districts at the time those revisions will be considered by the Council.
