Closed Session – No reportable action was taken.
Consent Calendar – Among matters not requiring extensive discussion, Council:
approved the minutes of the August 28 Council meeting;
adopted a resolution authorizing the submittal of contract amendments with the Los Angeles County Department of Community and Senior Services for the senior nutrition program;
authorized an agreement in the amount of $150,000 for graphic design services, plus a $100,000 option for additional services, for the Annenberg Community Beach Club at Santa Monica State Beach;
authorized an agreement with Canavan Associates, Inc. in the amount of $81,402 for consulting services for the selection and implementation of a homeless management information system;
awarded a contract in the amount of $3,894,900 to KDC, Inc. for construction of the annual street and park light retrofit project;
appropriated $58,993 in 2007 Edward Byrne Memorial Justice Assistance Grant funds for their use for the DNA/advanced forensic evidence project;
authorized a software license and maintenance agreement in the amount of $142,907 with Proper LLC for purchase of a patient-care tracking and reporting system for the Fire Department; and
authorized the Mayor to execute amendments to the Westside Cities Council of Governments Joint Powers Authority agreement.
Homeless Update – Staff presented updates on several homeless initiatives, including: OPCC Access Center; relocation of meal providers; RFP for anti-panhandling; and U.S. Veterans Affairs Secretary Nicholson’s designation of three buildings at the West Los Angeles Veterans Administration campus for homeless veterans.
Two-Lot Subdivision at 939 San Vicente Blvd. – Council approved a tentative tract map for a two-lot subdivision at 930 San Vicente Boulevard, one of which would retain an existing single-family residence.
Ordinance Related to Tenant Harassment to Conform to a Recent Decision of the California Supreme Court – Council introduced for first reading an ordinance amending the city’s tenant harassment laws to require that a tenant first prevail in an unlawful detainer action before a landlord could be liable for bringing a wrongful action to recover possession of a rental housing unit. This ordinance brings the city’s law into conformance with state law.
Ordinance Clarifying the Timing of Permanent Relocation Benefits Increases – Council adopted an ordinance clarifying that periodic increases to the amount of permanent relocation benefits that are effective on or before the date a tenant actually vacates a rental housing unit, are payable even when certain filings or proceedings related to the relocation predate the effective date of the increase.
Ordinance Requiring the Installation of Approved Gas Shutoff Devices – Council did not adopt on second reading an ordinance that would have required the installation of gas shut off devices in buildings, structures and mobile homes prior to sale or exchange. Staff will return with a revised ordinance.
Automated Red Light Enforcement – Council authorized staff to proceed with a one-year red light photo enforcement pilot project. The contract is expected to return to Council in three to six months. Council directed staff to return with information on photo speed enforcement.
Trolley Design Transit Coaches for Mini-Blue Bus Service – Council directed staff to return with information about what modifications could be made to customize the trolley-style vehicle to reflect the Santa Monica experience.
Measure V Stormwater Management Projects – Council conceptually approved proposed Phase I plan for the implementation of Measure V funds, including the establishment of an oversight committee, low-income fee waivers and analysis for issuing revenue bonds to facilitate the development of capital projects. Projects identified include: 16th Street and Airport watershed retention systems, Airport watershed Best Management Practices (BMPs), Pico-Kentor storm drain upgrades, Pier storm drain upgrades, Santa Monica Urban Runoff Recycling Facility (SMURRF) storage reservoir, Bicknell an Ocean Park Blvd. "green street" projects, beach parking lot greening projects, and various multi-benefit urban runoff pollution control projects. Council directed staff to return with a resolution to formally adopt the make-up, roles and responsibilities of the oversight committee.
Public Hearing to Confirm Assessment Costs for Yale Street Improvement Project – Council confirmed the assessment costs for the collaborative project between the city and Yale Street neighbors that widened existing parkways, preserving the tree canopy while providing necessary street repairs.
Other Matters – Bruce H. Kragen was appointed to the Commission for the Senior Community. Council continued an appointment to an unscheduled vacancy on the Pier Restoration Committee.
ADJOURNMENT AND NEXT MEETING - The meeting was adjourned at 9:48 p.m. in memory of Walter Marcyan, an early Muscle Beach advocate; Ysidero Eugene Reyes, one of the members of the family that originally owned Rancho Santa Monica; Jonathan Moore, a 35-year teacher in the Santa Monica schools; and Sharon Carter, a well-regarded Big Blue Bus Operator. The next meeting of the Santa Monica City Council is on Tuesday, October 9, 2007 beginning at 5:45 p.m. in the wheelchair-accessible Council Chamber at City Hall. Council meetings are aired live on CityTV Channel 16 and on the Netcast on the city's website and, for regularly scheduled meetings, from 8 p.m. to midnight on KCRW 89.9 FM.
