Consent calendar Among matters not requiring extensive discussion, Council awarded a bid to J. Perez Associates, Inc. in an amount of $199,704 to provide bus advertisement posting and on-board schedule stocking services; accepted a $250,000 grant from the California Office of Traffic Safety in support of enforcement programs; an agreement with the Ferguson Company in an amount of $72,557 for Federal lobbying services; awarded a bid to Santa Monica Daily Press for publishing legal notices; and authorized an agreement with Los Angeles County for City TV to provide programming, video production services and support to activate the Countywide channel.
Closed Session There was no reportable action taken.
Federal Aviation Administration (FAA) Response to Citys Request for Runway Safety Enhancements at Santa Monica Airport The FAA presented a proposal to construct two 155 foot runway safety areas comprised of a 40 knot, 130 feet of Engineered Materials Arresting System (EMAS) bed a 25 foot lead-in to the bed at each end of the runway. After an extensive public hearing and questioning of the FAA, Council directed staff to return with strategies to implement staff recommendations for runway safety measures, including Federal legislative options.
Ordinances Council introduced and adopted an emergency interim ordinance, as amended, that establishes a Development Agreement requirement for projects containing more than 7,500 square feet of floor area or more than 15 housing units in the LMSD (5 units in the M1), artist studio units or single room occupancy units in the LMSD and M1 zones and establishes a Development Agreement requirement for changes in land use on parcels that exceed 32,000 square feet in the LMSD zone and 15,000 square feet in the M1 zone. Council amendments included, among other minor changes, an exemption for auto dealerships and changes of uses. Council also directed staff that when the item returns, the exemption for affordable housing be re-instated.
Other Matters Council made the following appointments:

Edward Edwards Library Commission
Gail Myers - Social Services Commission
Asuka Hisa, Arts Commission
Appointments to the Senior, Personnel, one appointment to Library was continued.
Council also accepted with regret the resignation of Brian Strasburger from the Bayside District Corporation.
ADJOURNMENT AND NEXT MEETING - The meeting was adjourned at 1:26 a.m. in memory of Paul Angel Jr., son of Library employee Norma Angel. The next meeting of the Santa Monica City Council is on Tuesday, September 11, 2007 beginning at 5:45 p.m. in the wheelchair-accessible Council Chamber at City Hall.
