Consent Calendar –
Among matters not requiring extensive discussion,
Council approved contracts with JAS Pacific, California
Code Check, Twining Laboratories of Southern California
and Koury Engineering and Testing, Inc. to provide
temporary employees and consulting services for the
Building & Safety Division; adopted a resolution to set
a public hearing on September 25, 2007 to confirm
assessment costs for Yale Street Improvements; approved
a Statement of Official Action denying a Landmarks
appeal for 130-142 San Vicente Boulevard; adopted
resolutions, as amended, automatically adjusting the
affordable housing unit base fee for new market rate
multi-family development and housing unit development
costs, effective October 1, 2007; supported the Westside
subway extension project as the next priority after
completion of the Exposition light rail line and
confirmed proposed guiding principles developed by the
Westside Cities Council of Governments Transportation
Committee; awarded a bid in the amount of $1,659,234 to
Ironman Parts & Services to retrofit Big Blue buses;
authorized an agreement with Smith-Emery Company in the
amount of $244,600 and Environmental Network Corporation
in the amount of $270,443 for services related to the
Big Blue Bus expansion project; an agreement with R. Dan Jensen &
Associates in the amount of $50,000 for plan check and
tree protection inspection services; approved bid
requirements for restaurant concessions at the Annenberg
Community Beach Club; and approved a resolution amending
the Memorandum of Understanding with the Santa Monica
Police Officers' Association.
Council and the
Redevelopment Agency awarded three contracts totaling
$4,990,850 for the seismic retrofit of Parking Structure
4 and authorized a cooperation agreement between the
city and Redevelopment Agency.
A matter related to
authorization of an agreement in the amount of $250,000
with Harris & Company for community outreach services
for the Charnock Well Fields restoration project was
withdrawn by staff.
Closed Session
– No reportable actions were taken.
Homeless Update –
The
It’s Your Call:
Homelessness in the Community call-in show, aired on
CityTV, has wrapped up eight episodes and was broadcast
to 700,000 households in the region, addressing a
variety of topics. A detailed information item providing
updates on various homeless-related initiatives will be
released late this week and posted at
www.smgov.net/cityclerk/council/information_items.htm.
Ordinances
– Council adopted on second reading an interim ordinance
extending an interim ordinance to authorize a two-lot
subdivision that retains the original single-family
residence with nonconforming setbacks.
An interim ordinance
was introduced, as amended, to extend the current
interim ordinance related to fences, walls and hedge
regulations; clarify objection criteria; require all
legal nonconforming fences, walls and hedges to be
registered; specify new maintenance provisions; clarify
hedge height adjacent to alleys; and to specify
self-help remedies for property owners affected by
overhanging hedges. After hearing from 18 speakers and
extensive discussion, Council directed staff to start
work on a permanent ordinance to be presented to Council
in winter 2008.
Village Residential, Open Space and Retail Components of
the Civic Center Specific Plan
– This item was continued to a future meeting.
Land Use and Circulation Elements Planning for the
City’s Industrial Areas
– Staff presented a report outlining the challenges and
opportunities for development in the industrial area to
be considered with the Land Use and Circulation
Elements. Staff also presented short-term strategies to
address the high level of potential projects in these
zones including: a moratorium on development, a
moratorium with exception for projects undertaken
pursuant to a development agreement, revised development
standards or maintenance of the status quo.
Council directed staff to prepare an interim ordinance
with revised development standards with a square-footage
limit and a maximum number of units for a development
agreement. The suggested limit was 7,500 square feet and
15 units in the Light Studio Manufacturing zone, and
perhaps a lower limit in the Manufacturing zone. Staff
was directed to analyze various potential lower
options.
Extension of Motor Vehicle Egress and Pedestrian License
Agreement Continuing Access to Airport Property from
Santa Monica College Bundy Campus
– Council authorized the extension of the agreement with
Santa Monica College until February 2008, with an
automatic extension to August 2008, provided there has
been movement on the installation of a signal on Bundy
Drive.
Legislative Position to Support Creation of an
Interjurisdictional Task Force on Santa Monica Airport
Through AB 700
– Council supported AB700, as amended, but opposed the
portion that creates an unfunded mandate on the city,
consistent with Council policy. Council clarified its
continued support of the provisions from its initial
support.
Nomination of Santa Monica Candidate to Serve on the
Metropolitan Transportation Authority Westside/Central
Service Sector Governance Council
– The Council nominated Joe Stitcher, Assistant Director
of the Big Blue Bus. The Governance Council assists
Metro in improving bus service in the area and increase
agency accessibility and responsiveness.
Public Hearing and Approval of Stormwater Parcel Report
and Management User Fee for FY 2007-08
– After a brief public hearing, Council approved the
report and fees, which are included on property tax
bills.
Public Hearing on Proposed New Routes and Approval of
Mini Blue Service Plan and Transit Partnership with
Santa Monica College
– The Mini Blue service plan was approved and includes
the Downtown Ride, Crosstown Ride, Tide Ride, Pico
Farmers’ Market Ride, Downtown Farmers’ Market Ride and
the Sunset Ride. A map can be viewed at:

Resolution Creating Parking Zone "U" to Restrict Blocks
Closest to Santa Monica High School with "No Parking
Except by Permit" and Allow "Two-hour Parking Except by
Permit" in the Remainder of the Zone
– After a public hearing and discussion, Council did not
approve Parking Zone U with various parking restrictions
in an area generally bounded by Lincoln Blvd, Pico Blvd,
Fourth St and Pacific Street. Council directed staff to
examine options for student parking in the Civic Center.
Councilmember Genser motioned that the item be placed on
the next agenda for reconsideration.
Other Matters
– Council continued items related to annual appointments
to boards and commissions and on modifying its rules
related to appeals when there are fewer than six Council
members present.
Josefina Santiago’s
letter of resignation from the Pier Restoration
Corporation was accepter and Mayor Bloom and Council
Member McKeown were designated as the city’s voting
delegate and alternate, respectively, to the League of
California Cities Annual Conference in Sacramento,
September 5 – 8, 2007.
