Council Meeting Wrap-Up

Consent Calendar – Among matters not requiring extensive discussion, the Council approved the Big Blue Bus FY 2007-2009 Short Range Transit Plan; the purchase of five cargo vans in the amount of $241,236.12; a final tract map for an 8-unit condominium project at 937-941 20th Street; a resolution amending the general Plan Land Use Map to correct a mapping error in the R-2 zoned parcels east of 27th Street in the Sunset Park neighborhood; an amendment in the amount of $35,000 to a contract with Raftelis Financial Consultants for services related to the wastewater fee adjustments; a 3-year contract with KEMA, Inc. in the amount of $90,000 to provide services related to the Bay Saver Water Conservation Program; an agreement with Public Resources Advisory Group in the amount of $100,000 for financial advisory services; and a modification in the amount of $320,666 to a contract with Black & Veatch for design of a new HVAC system at City Hall.  

After brief discussion, Council directed staff to return with a discussion of the 20th & Cloverfield project that includes a project status update and current drawings.   

Appeal of Landmarks Commission Designation of 130-142 San Vicente Boulevard – After hearing from 24 speakers, Council denied the appeal, designating the property at 130-142 San Vicente Blvd. as a City Landmark based on the revised findings.   

Ordinances – Following a second reading, Council adopted an ordinance modifying Municipal Code Sections 4.36.040, 4.36.090, 4.36.100 and 4.36.120 related to relocation benefits.  

Other Matters – Council combined two items (12-A and 13-B) related to considerations associated with additional funding for the Santa Monica-Malibu Unified School District Master Facility Use Agreement by providing information addressing Council concerns expressed during the last meeting. Former SMMUSD Chief Financial Officer Winston Braham provided information regarding financial conditions and his role with the district.  SMMUSD Superintendent Talarico and Board President Wisnicki provided updates regarding district finances, special education funding and current practices for resolving disputes. Following a public hearing and discussion, Council took action to provide the additional $530,000 subject to very specific conditions.  

Adoption of FY 2007-2008 Budget – Council adopted various budget-related resolutions; approved Human Services and Cultural Arts grant contracts; amended a contract with Community Partners; and held a public hearing and approved the one-year Action Plan for CDBG and HOME funds.  

Council changes to the proposed budget included:

  • $530,000 increase in base funding to SMMUSD, subject to meeting conditions

  • $2,300 increase to Martin Luther King Day Celebration

  • $14,800 for the Center for the Partially Sited

  • $30,865 for the Cal Safe Teen Program

  • $50,000 was set aside for redesigning police badges

  • $9,600 for additional sidewalk cleaning on Main Street

  • $30,000 additional funding for the Pico Youth & Family Services Center

Other Matters – Council appointed Cassandra Muzzey to one unscheduled vacancy on the Commission on the Status of Women for a term ending June 30, 2008. Council also allocated $6,000 of current fiscal year discretionary funds for the First Annual July 4th Main Street Parade.  

ADJOURNMENT AND NEXT MEETING - The meeting was adjourned at 1:31 a.m. in memory of Ted Walters, Rabbi Avraham Levitansky and Eamon Cannon.  The next meeting of the Santa Monica City Council is a special meeting on Tuesday, June 19, 2007 beginning at 5:45 p.m. in the wheelchair-accessible Council Chamber at City Hall.   Council meetings are aired live on CityTV Channel 16 and on the Netcast on the city's website and, for regularly scheduled meetings, from 8 p.m. to midnight on KCRW 89.9 FM.
