Council Meeting Wrap-Up

Closed Session – Council approved a $300,054.14 settlement related to a bus incident; $30,000 for a separate bus incident; and $17,422.77 to repair damage caused by tree roots.  

Study Session – The Council 2007-08 Budget Study Sessions began with a presentation by P. Lamont Ewell highlighting the current economic conditions and highlighting the budget’s focus of translating strategies into results illustrating how the restructuring is beginning to yield tangible results. Also presented were the Capital Improvement Project Budget and the departments of City Council, City Manager, Airport, Records and Election Services, City Attorney, Fire, Police, Human Resources, Finance & Risk Management, Information Systems and Community Maintenance.  

Ordinances – Following second readings, Council adopted the following ordinances:   

  • Amending Santa Monica Municipal Code Section 2.24.073, increasing the dollar limit threshold for professional services agreements requiring Council approval to $70,000, in conformance with the City Charter and keeping the limit in line with inflation.

  • Extending the authorization for the issuance of preferential employee parking permits for specific businesses. Staff will continue to identify opportunities to modify the program as it continues and will explore program expansion opportunities.

  • Prohibiting the donation of food, clothing or other property by leaving it in city parks, parkways and sidewalks.

  • Modifying the city’s Zoning Ordinance to authorize a two-lot subdivision that retains a single family residence with non-conforming setbacks under specific circumstances.

  • Extending an initial emergency ordinance modifying the development review thresholds to require that any development over 50 units obtain a development review permit.

  • An interim ordinance that establishes fees for Fire Department response to excessive false fire alarms. Council also adopted a resolution setting the fee at $337.13 effective July 1, 2007.

ADJOURNMENT AND NEXT MEETING - The meeting was adjourned at 11:30 p.m.  The next meeting of the Santa Monica City Council is a special meeting on Wednesday, May 23, 2007 beginning at 5:45 p.m. in the wheelchair-accessible Council Chamber at City Hall.
