LANDMARK INCENTIVES – Council held second
reading and adopted an ordinance that modifies development
standards and implements incentives for projects that retain
and preserve designated landmark buildings or contributing
structures to an adopted historic district.
SHAPING THE FUTURE
–
Council also adopted an ordinance that modifies project
design and development standards for specific uses in
certain residential, commercial and industrial districts
regarding building heights, unit density, parcel coverage,
floor area and architectural design review criteria. Under
the ordinance, preferred uses - such as projects that are
certified historic resources, provide 100 percent affordable
housing units, and other specific categories - would be
guided by existing zoning regulations. The non-preferred,
permitted projects do not advance key policies would be
subject to modified development standards that reduce their
density and scope.
EXPEDITED REVIEW FOR PRIORITY PROJECTS – Council
also adopted at second reading an ordinance relating to
priority for City services for development activities. The
ordinance confirms the Council’s authority to expedite
services and defines those as the full range of necessary
city services as soon as the next available service opening
occurs, without regard for who is next in the queue.
Council also adopted a resolution which defines priority
projects as those with on-site affordable housing units;
LEED Certified green buildings; seismic rehabilitation
projects; child care facilities; designated landmarks and
contributing buildings or structures to an historic
district; and charitably funded and City-funded public
projects.

COUNCILMEMBER DISCUSSION ITEMS
–
Council directed staff to evaluate possible revenue
implications and return with an ordinance exempting from
parking meter fees military veterans displaying honorary
license plates such as Congressional Medal of Honor, Legion
of Valor, Purple Heart, American Prisoner of War, and Pearl
Harbor Survivor.
Council
also directed staff to assess alternatives and prepare an
ordinance amending the zoning code, prior to the
comprehensive update of the zoning ordinance, to address
permitted walls on corner parcels where a code-defined side
yard may be perceived by a neighbor as a front yard. Staff
was asked to return with options that provide flexibility
regarding treatment of corner or key lots.
