Council Meeting Wrap-Up

CONSENT CALENDAR Among items not requiring extensive discussion, the following were approved by Council: lease of space at 223 Broadway for the Big Blue Bus Customer Service Center; resolution approving final tract map for a 5-unit project at 1524 11th Street; a resolution authorizing a grant agreement with the state and appropriation of grant funds for the Montana Avenue and Wilshire Boulevard Urban Runoff Treatment Projects; a contract with Pugh+Scarpa Architects for design and architectural services for repainting parking structures 1-6 and façade improvements for structures 2, 4 and 5; a contract with Weil & Company to administer funds for the Montana Avenue Merchants Association business improvement district; and a bid by Saied Trucking Company for debris hauling services.

LAND USE AND CIRCULATION ELEMENT After taking public comment on numerous aspects of the Shape the Future 2025 work-in-progress, the Council reviewed the draft alternative concepts and directed staff to return with methodology on soliciting community input which would allow Council to establish working goals to guide the analysis of the alternatives (of which Neighborhood Centers elicited the most positive comments), including building on the community process to-date and the information gleaned from it.

ORDINANCES Council held first reading of an ordinance establishing a discretionary review process to regulate conversion of any portion of an existing ground floor restaurant use on the 3rd Street Promenade to new or expanded retail use, dropping CUP finding 2 related to diversity of goods and services on the Promenade, and directed staff to evaluate an alternative proposal by the Bayside Corporation and return expeditiously with a revised ordinance (text amendment) based on the proposal and considering other issues outlined by Council.

Council held first reading of an interim ordinance, as amended, modifying the city’s density bonus and affordable housing incentives in accordance with state law.

Council also held first reading of an ordinance approving, with certain conditions, the transfer of Adelphia Communications (the city’s current cable franchisee) to Time Warner Cable.

COMMUNITY BUDGET PRIORITIES/MID-TERM BUDGET STATUS This item was continued to February 14, at 7 p.m.

APPOINTMENTS An appointment to the Pier Restoration Corporation was continued to Feb. 14.

ADJOURNMENT The Council adjourned in memory of Rod Dedeaux, beloved USC baseball coach, who passed away recently at 91.
The next regular meeting of the Santa Monica City Council is scheduled for Tuesday, February 14, 2006, beginning at 5:45 p.m. in the wheelchair-accessible Council Chamber at City Hall.
