City Council adopts Runway Safety Ordinance

The city-owned Santa Monica Airport has no runway safety areas (RSAs) to protect against overruns.  The new ordinance reduces the risks arising from the lack of safety areas, seeking  to address that lack, the sharp drop-off at the ends of the runway and the fact that homes sit just below and within 300’ of the runway ends coupled with the dramatic increase in the number of faster planes using the Airport.  The ordinance enhances safety by preventing faster aircraft, in the C and D categories, from using the airport.

One of the declarations, from safety expert and former Chairman of the National Transportation and Safety Board James Hall, attests to the importance of runway safety areas and to the NTSB’s repeated, but unavailing, efforts to convince the FAA that RSAs should be required.  Mr. Hall concluded: “In my opinion, in the absence of meeting the federal standards for RSAs at Santa Monica Airport, Category C and D aircraft should not be permitted to operate due to the serious risk of injuries and to occupants of the aircraft and members of the community resulting from aircraft operating on the margins of safety with no provision for the possibility of mechanical failure or pilot error.”

The City Council adopted the ordinance on March 25, 2008, following a presentation by FAA officials on their safety proposal and a lengthy public hearing at which Airport neighbors expressed their fears of a catastrophic overrun.  The City has been negotiating with the FAA since 2002 to find a safety solution.  During that time, the number of Category C and D aircraft using the airport has increased by about 30%.  After five years of negotiations, the FAA finally acknowledged the safety concerns of the city and airport neighbors.  However, it responded with a “non-standard” safety proposal, which would move the runway platform even closer to the neighborhoods and create even steeper drop-offs at both runway ends, further exacerbating the risk.  Council rejected the FAA proposal as insufficient to ensure safety according to the federal government’s own standards.

SECOND ANNUAL AIRPORT ART WALK

On Saturday, March 29 more than two thousand visitors enjoyed a sunny afternoon on Airport

Avenue exploring the “Arts District” of the Airport. Over 50 artists, including those in the

Santa Monica Art Studios, the Barker Hanger and other Airport buildings had an open house. Additionally, The Ruskin Theatre Group put on short plays and Santa Monica College’s Art facility

on the Airport had student  ceramic and fine art work on display – as well as demonstrations

of pottery making. This was the second Art Walk and the Airport working with the City’s

Community and Cultural Services and Airport artists plans to make this a permanent March event.

SANTA MONICA AIRPORT TENANTS

EVAC - Emergency Volunteer Air Corps

The EVAC program originated at Santa Monica Airport in Santa Monica, California, in 1987. These volunteers plan to help keep the airport open during emergency situations, assess damage and report findings to local emergency services officials, and work with other EVAC and public benefit flying groups to bring in emergency personnel from other airports.

EVAC Volunteers fly to help others! During emergency situations EVAC pilots and other volunteers provide the resources of General Aviation to help affected people and communities. EVAC based at Santa Monica airport and associated with the Santa Monica Fire Department is comprised of both pilots and non-pilot volunteers who work together with the community and city to assist others in times of need.

For more information join us at our monthly meeting, the 1st Thursday of each month, or visit our web site at http://www.evac.org/smo to learn more.

Drive Around the World

Drive Around The World, a non-profit organization, has been a tenant on the Airport since April 2006.  The group, co-founded by Nick Baggarly, began its tenure raising funds and awareness for Parkinson’s disease research and now has a new project, ZERO SOUTH, a science education event that uses zero and low emission vehicles.  This project will take Nick, and scientists affiliated with Caltech, JPL, the National Science Foundation and NASA, to the South Pole in four different types of alternative fuel vehicles. The vehicles are American production vehicles converted to run on hydrogen, biodiesel, gas-hybrid and even batteries. Along the way the team will perform research and following the journey three of the vehicles will tour the nation for two years giving kids of all ages a chance to sit in an alternative fuel vehicle that actually did something extraordinary. “If you want to

get kids excited about science and engineering, start with something that gets their attention then earn their respect by showing them what alternative fuel can do!”  Says Baggarly. Both the conversions and traverse to Pole will be shot in 3D for a feature-length documentary. For more information, please check their website at www.drivearoundtheworld.org.
