The city has two stormwater parcel fees that are paid annually by all property owners. These fees are assessed through property taxes and generate approximately $3.9 million a year (2009-10). While the Stormwater User Fee is a flat fee year to year, the Clean Beaches & Ocean Parcel Tax is tied to the Consumer Price Index and adjust accordingly.  Revenues from these fees support the city’s watershed management program and the city’s obligation to comply with federal and state Clean Water Act regulations, efforts which protect water quality and protect human life.

Stormwater User Fee

The Stormwater User Fee (Municipal Code 7.56 was passed in 1995, and assesses parcel fees based on property size and land-use type.

Measure V, Clean Beaches & Ocean Parcel Tax Act


Measure V (Municipal Code 7.64) was passed in November 2006 creating the Clean Beaches & Ocean Parcel Tax, and raises funds exclusively for the implementation of the Watershed Management Plan.
