a) Phase I Airport Visioning Process Recap Workshop
The Airport Commission will conduct a workshop to review the data and results of studies conducted by
The Rand Corporation and HR&A Advisors as part of the City Council approved Phase I Airport Visioning process.
The reports being discussed were presented to the public during a Special Meeting of the City Council conducted on October 4, 2011.
i) Introduction and overview of the workshop format / agenda and introduction of presenters by Bob Trimborn, Airport Director.
ii) Paul J. Silvern, vice-president of HR&A Advisors, will present estimates of the general economic impact which the current operation of
Santa Monica Airport, including that of the Airport Campus, has on the local economy, and its net fiscal impacts on the City budget.
iii) Martin Wachs, director of Transportation, Space and Technology for the Rand Corporation, will present conceptual proposals for activities
that could take place at the Santa Monica Airport Campus over the coming years intended to inform and stimulate the Phase II community
process.
iv) Question and Answer Session Moderated by Chair Richard Brown.
The public is invited to participate in a question and answer session. Questions must be related to the information and topics presented and/or discussed
during the workshop presentations. Persons may choose to either submit up to three written questions to staff; or submit a chit and request to speak.
Note: Persons choosing to request to speak will be limited to 3 minutes.

5) Noise Management (public discussion permitted)
a) Staff will present the monthly Noise Management Report for October 2011 for discussion and information purposes.
6) Old Business (public discussion permitted)
a) Discussion Regarding the Operation of the Santa Monica Airport
The Airport Commission will discuss operational matters and issues pertaining to the current and future
operation of the Airport for discussion purposes.
b) The Airport Commission will consider a proposal from an ad hoc committee to recommend to the City Council to pass a proposed resolution
to request that the Federal Aviation Administration, the federal Environmental Protection Agency, the federal Department of Transportation, and
members of the California congressional delegation work collaboratively to review noise levels, the safety of flight operations at Santa Monica Airport,
and to carefully examine the air pollution impact on the surrounding communities and address community concerns about these issues.
c) Proposed Change in the Frequency and Format of Airport Commission Meetings.
Staff and the Commission will discuss a proposal from an ad-hoc committee regarding the frequency and format of Airport Commission meetings and the
potential of altering the number of meetings for review and consideration.
d) Commission Goddard: Discuss making a recommendation to the City Council that the City Attorney review whether the prohibition on pattern flying has been
properly enforced, specifically with respect to taxi-backs, and make recommendations on what corrective action should be taken if required.
7) New Business (public discussion permitted)
a) Presentation of Commercial Operator Permit Applications for Aviation Related Businesses
Staff will present the following aviation related Applications for Commercial Operations Permits for recommendation to the City Manager: (None)
8) Commissioner Items (Public discussion Permitted)
General information items, announcements, and consideration of future agenda items from Airport Commissioners.
Discussion and a vote on making a recommendation to the City Council with respect to the engagement of consultants for Phase II and possibly with respect to requesting
further study or amended reports from the consultants that provided reports in Phase I prior to Phase II commencing.
- Recommendation to the City Council to delay commencement of the Phase II public participation process and the retention of consultants for that process and approval
of any contract with them pending the completion of any supplemental studies that may be needed whose scope is to be determined following the results of the HR&A and RAND
workshop that take place on November 28th.
- Request an informational item, with public discussion permitted, from staff that details whatever processes are underway with respect to political efforts to influence
Congress; to liaison with similarly situated cities with respect to the issues presented by our airport and the termination of the 1984 agreement and that the Commission
take action and vote on a recommendation to City Council to ensure that the Phase II public participation process include discussion of political processes relating to issues
that are affected by or affect the termination of the 1984 agreement and the operation of the airport after that date.
- The Phase I Airport Visioning Process Recap Workshop ad hoc committee recommends that the Airport Commission consider holding a special meeting to gain input from the
public regarding issues related to the Santa Monica Airport prior to the commencement of the Phase II Airport Visioning Process planned discussion groups.
- Commissioner Goddard: Santa Monica Airport revenue and expense evaluation.
