Consent calendar – Among matters not requiring extensive discussion, Council:
• Adopted resolutions authorizing Mills Acts contracts for properties at 2617 3rd Street and 2101 La Mesa Drive.
• Authorized an amendment to a contract with PCR Services Corporation in an amount of $85,921.70 for a new not to exceed amount of $204,921.70 for historical resources analysis.
• Adopted a resolution approving a final tract map for a nine-unit condominium project at 125 Pacific Street.
• Approved Statements of Official Action denying appeal of the Planning Commission’s approval of a tentative map for a condominium project at 858 and 860 Third Street.
• Awarded a bid to Rosemead Oil Products, Inc. in the amount of $336,000 to provide motor oil and transmission fluid.
• Approved an agreement in the amount of $300,000 with Second Story for development and fabrication of interpretive elements and displays at the Annenberg Community Beach House.
• Awarded a purchase order in the amount of $240,000 to Digital Payment Technologies for pay-by-space machines in the beach parking lots.
Closed Session – There were no reportable actions taken.
Inspiration – A choral group from Santa Monica High School performed for Council, staff and visitors.
Continued Item – Council made a $15,000 donation on behalf of the City to the Santa Monica High School Choral Parents Association, which is a sub-division of the Santa Monica High School Band Parents Association (a California non-profit corporation, separate from the school district), to support the Choral¹s Spring European Tour in April 2009.
Ordinances – Council adopted on second reading an ordinance modifying the Municipal Code to modify fence, wall, and hedge standards, to grandparent existing nonconforming fences, walls and hedges that have been properly registered; to clarify/establish criteria for the repair and replacement of registered nonconforming fences, walls and hedges; to establish administrative and discretionary height modification procedures; to require the maintenance of hedges; and to specify a self-help remedy for overhanging hedges.
Council trifurcated item 7-B and separately introduced an ordinance, as amended, adding Chapter 4.45 to the Municipal Code to create a tobacco retailer licensing program; adopted a Resolution supporting local and statewide laws that prohibit the sale and promotion of tobacco products in pharmacies and drugstores in California; and urging all local pharmacies and drugstores not to sell or promote tobacco products; and considered an ordinance amending Chapter 4.44 of the Municipal Code on smoking to prohibit smoking in common areas of multi-unit residential properties. Council provided direction and asked that this portion of the original item be returned.
Appointments to Measure V Oversight Committee – Council appointed Mark Gold, Mark Peacor and Susan Bracey.
Report on Transportation Impact Fee – This item continued to a future meeting.
Other Matters – Council continued all other matters.
ADJOURNMENT AND NEXT MEETING - The meeting was adjourned at 11:23 p.m. in memory of Griff Lysle Hoerner, who was active in the Airport community, Mubarak Rashid, Patricia Faure, and former City of Santa Monica employee Edward Jackson Gandara. The next meeting of the Santa Monica City Council is a regular meeting on November 11, 2008 beginning at 5:45 p.m. in the wheelchair-accessible Council Chamber at City Hall. Council meetings are aired live on CityTV Channel 16 and on the Netcast on the city's website and, for regularly scheduled meetings, from 8 p.m. to midnight on KCRW 89.9 FM.
